SPECIAL MEETING CITY OF KARNES CITY JULY16,2024  STATE OF TEXAS) COUNTY OFI KARNES) CITY OF KARNES CITY)  On this 16" day of. July 2024, the City Council oft the City of Karnes City, Texas convened ina Special Meeting at 5:001 P.M. in the City Hall with the following members answering to "Roll  Call":  Mayor: Leroy" T. Skloss Mayor = Pro-Tem: Jimmy D. Loya, Sr. Councilmembers: Lillian Lyssy, Helen Hernandez and Donald Dziuk  Councilmembers absent: Aaron Rosales  Others present were: City Manager/City Secretary Veronica Butler, ChiefofPolice Roel E. Salas,  Director ofl Public works Fernando Rios, and David Young. 4. Public Comments - No comments. NEW BUSINESS- - "CONSIDER AND ACT UPON":  5. Discuss and take possible action on Change Order No. 1 to the contract with CKI Newberry in the amount of $113,416 for the 2024 Street Improvement Project - David Young with WTC engineering presented the requested change order, he also informed the council that the curb will not be replace except for a small section. Councilmember Loya stated if we can save the curb, he would like tor remove that from the change order. After further discussion, a motion was made by Councilmember Loya and seconded by Councilmember Lyssy to approve the change order in the amount of $113,416 and have the engineer look at the section of curb to be replace, ifit can be saved then remove the amount of $16,000 from the total. The vote was 4-0 in favor and the motion was declared  unanimously passed.  6. Discuss and take possible action on nominations for the Karnes City 4B Economic Development Corporation Directors - CM Butler presented the Council with the current board members, there are a total of3 vacancies at this time. After further discussion, ai motion was made by Councilmember Dziuk and seconded by Councilmember Lyssy to approve the current members for another term and to bring back recommendations for the vacant positions. The vote was 4-0 in favor and the motion was declared unanimously 7. Workshop: Review and Discussion of staff presentation on city's Fiscal Year 2024-2025 Budget and proposed allocation of funds, capital  passed.  Special Minutes 07/16/2024    projects, employee wages, and other related budgetary matters - Haylee went over events, projects and wish list items. No action taken. 8. Executive Session - The City Council of] Karnes City may convene in Executive Session in accordance with the Texas Open Meetings Act, Texas Government Code, Section 551.071 (Consultations with Attorney) on matter in which the duty of the attorney to the government body under the' Texas Disciplinary Rules of] Professions Conduct of the State Bar ofTexas clearly requires discussion in closed session and Section (A) Discussion on status ofapplications and hiring process for new City Manager- - Mayor and Council convened into executive session at 6:18 PM. After discussion in executive session, the Mayor and Council reconvened into open session at 7:01 PM in which no action was taken.  551.074 (Personnel Matters.)  9. Adjournment - There being no further discussion, a motion was made by Councilmember Rosales and seconded by Councilmember. Lyssy to adjourn the meeting.
