SPECIAL MEETING CITY OF KARNES CITY AUGUST 6,2024  STATE OF TEXAS) COUNTY OF KARNES) CITY OF KARNES CITY)  On this 6th day of August 2024, the City Council of the City of Karnes City, Texas convened in a Special Meeting at 5:00 P.M. int the City Hall with the following members answering to "Roll  Call":  Mayor: Leroy" T.: Skloss Mayor - Pro-Tem: Jimmy D. Loya, Sr. Councilmembers: Lillian Lyssy, Helen Hernandez and Donald Dziuk  Councilmembers absent: Aaron Rosales  Others present were: Interim Cityl Manager/City Secretary Veronica Butler, ChiefofPolice Roel  E. Salas, Director ofPublic works Fernando Rios, and David Young.  4. - Comments - No comments.  NEW: BUSINESS - "CONSIDER AND. ACT UPON":  5. - Workshop: Review and Discussion ofs staff presentation on city's Fiscal Year 2024-2025 Budget and proposed allocation off funds, capital projects, employee wages, and other related budgetary matters - Haylee Jurgajtis with the Finance Department went over events, projects and wish list items. No action Discuss and take possible action on the proposed calculated No New Revenue Rate (NNR) and the Voter Approval Rate (VAR): for the 2024 tax year = Haylee presented the council with the NNR and VAR rates for 2024 tax year. After further discussion, a motion was made by Councilmember Loya and seconded by Councilmember Lyssy to propose the Voter Approval Rate (VAR) tax rate ofo 0.59377 which is an I&S rate of0.275661 and M&O rate of0.318109 for the 2024 Tax Year. The vote was 4-0 in favor and the motion was declared  taken.  unanimously passed.  7. Executive Session - The City Council of Karnes City may convene in Executive Session in accordance with the Texas Open Meetings Act, Texas Government Code, Section 551.071 (Consultations with Attorney) on matter inv which the duty of the attorney to the government body under the' Texas Disciplinary Rules of Professions Conduct of the State Bar of'Texas clearly requires discussion in closed session and Section 551.074 (Personnel  Matters.)  Special Minutes 08/6/2024    (A) Discussion on status of applications and hiring process for new City Manager- - Mayor and Council convened into executive session at 5:39PM. After discussion in executive session, the Mayor and Council reconvened into open session at 6:27 PM in which aj motion was made by Councilmember Loya and seconded by Councilmember Hernandez to appoint Veronica Butler as the City Manager/City Secretary effective August 1,2 2024. The vote was 4-0 in favor and the motion was declared  unanimously passed.  8. Adjournment- There being no further discussion, a motion was made by Councilmember Lyssy and seconded by Councilmember Hernandez to adjourn the meeting. The vote was 4-0 ini favor and the motion was declared unanimously passed.
