Jimmy D.Loya, Sr. Others present: Director of Public Works Fernando Rios, Chief of Police Roel Salas, Haylee Jurgajtis, Sandra Carter, Michelle Adams and HB Ruckman, David Wiatrek, Lydia Wiatrek, and Garrett Denson. C.U.S. Pledge of Allegiance and Texas Pledge of Allegiance Moment of Silence/Prayer D. Public Comments - Hugh Ruckman wanted to thank Kevin Mochrig for his work, he was able tol locate a gas leak. He wanted it tol be on record for all the hard work Kevin does for the City. E. Consent Agenda: (1)Minutes a.D Discuss and consider approving the minutes from; (2) Discuss and consider monthly reports from City Departments. March 26, 2024 After further discussion, a motion was made by Councilmember Dziuk and seconded by Councilmember Lyssy to approve the Consent Agenda. The vote was 3-0 in favor and the motion was declared unanimously passed. F.UNFINISHED BUSINESS (CONSIDER AND ACTUPON): (3) Discuss and take possible action on the request from the Karnes City Methodist Church for an agreement for use of the former City Hall building at 314E. Calvert Avenue, Karnes City, Texas - Mayor Skloss updated Mrs. Carter that work on the building is being done, they should be done within the next week or so. Sandra Carter informed the Council that she has no updates still waiting on EIN number. No action (4) Discuss and take possible action on the staff update on the renovations at the old City Hall at 314E. Minutes 04/23/2024 (5) Discuss and take possible action on the staff update on the 2024 Street Paving Project - Mayor Skloss informed the Council that bids have been advertised and will come back to at the May mecting for a recommendation of award. No action taken. (6) Discuss and take possible action on the staff proposal and recommendations to install Karnes City Badger decals to the School Resource Officer patrol units - Chief Salas presented the decal they are requesting to put on the windows. Mayor Skloss stated he is not al big fan ofit, Councilmember Dziuk stated he liked the school pride, Councilmember Hernandez: asked ift they are only used to school or will it be used for city use also, Councilmember Lyssy asked to make sure ift they can scc out when backing up. After further discussion, a motion was made by Councilmember. Lyssy and seconded by Councilmember Dziuk to approve the staff recommendation to install Karnes City Badger decals to the School Resource Officer patrol units. The vote was 3-0 in favor: and the motion was declared unanimously passed. G.N NEW BUSINESS (CONSIDER AND ACTUPON): (7) Discuss and take possible action on the proposed Interlocal Agreement with Karnes County for Fire Marshal Inspection Services - Mayor Skloss presented the interlocal agreement. Garrett Denson, Karnes City Fire Marshal informed the Council he has helped the County with a couple ofi inspections on the nursing homes and daycares that need the state yearly inspections. This is just an agreement to cover the city since the County docs not have a County fire marshal. Mayor Skloss stated this will need to go to the County for approval then come back to Council once everything is finalized. No (8) Discuss and take possible action on the proposal from Affordable Air Heating & AC in the amount of $32,800 to replace the AC unit at the Karnes City Library = Mayor Skloss informed the Council of Affordable Air and his history with the City and other businesses and churches in our area. Haylee informed the Council that there have been al lot ofissues with the library AC unit, we do not want to go into the summer months and the unit completely goes out. After further discussion, a motion was made by Councilmember Dziuk and seconded by Councilmember Hernandez to approve the proposal from Affordable Airi in the amount of $32,800 to replace the AC unit at the Karnes City Library. The vote was 3-0 in favor and the motion was declared unanimously (9) Discuss and take possible action on the selection and authorizing a Banking Services Agreement with Karnes County National Bank - Mayor Skloss presented the proposal, for a two year agreement. After further discussion, a motion was made by Councilmember Hernandez and seconded by Councilmember Lyssy authorizing a banking service agreement with Karnes County National Bank for a two-year contract. The vote was 3-0 in favor and the motion was declared unanimously passed. action taken. passed. 2 Minutes 04/23/2024 (10) Executive Session - The City Council of Karnes City may convene in Executive Session in accordance with the Texas Open Meetings Act, Texas Government Code, Section 551.071 (Consultations with Attorney) on matter in which the duty of the attorney to the government body under the Texas Disciplinary Rules of Professions Conduct of the State Bar ofTexas clearly requires discussion in closed session and Section 551.074 (Personnel Matters.) (A) Discussion on status ofl hiring of new City Manager. Mayor Skloss and Council went into executive session at 6:40 pm. (11) Return to Open Session - Discuss and take possible action on items discussed in Executive Session - Mayor Skloss and Council reconvened into open session at H.A Adjournment: There being no further discussion, a motion was made by Councilmember Lyssy and seconded by Councilmember Herandez to adjourn the meeting.
