C.U.S. Pledge of Allegiance and Texas Pledge of Allegiance  Moment of Silence/Prayer D. Public Comments - No Comments.  E. Consent Agenda: (1) Minutes  a. Discuss and consider approving the minutes from;  June 25, 2024 July 01, 2024 July 16, 2024  (2) Discuss and consider monthly reports from City Departments.  After further discussion, a motion was made by Councilmember Dziuk and scconded by Councilmember Lyssy to approve the Consent Agenda. The vote was 4-0 in favor and  the motion was declared unanimously passed.  F. UNFINISHED BUSINESS (CONSIDER AND ACTUPON):  (3) Discuss and take possible action on preparation for Founders Day event on December 14, 2024 - Staff went over the preparations for founders day, No action (4) Discuss and consider the staff update on the 2024 Street Improvement Project- CS Butler updated the Council on the street improvement project. NEW BUSINESS (CONSIDER AND ACTUPON):  Minutes 07/23/2024    (5)) Discuss and take possible action to authorize the engagement of Armstrong, Vaughan & Associates P.C. for the 2024 City of Karnes City Audit - Mayor Skloss presented the engagement letter. After further discussion a motion was made by Councilmember Loya and seconded by Councilmember Lyssy to authorize the engagement of Armstrong, Vaughan & Associates P.C. for the 2024 City ofKares City Audit. The vote was 4 -0 in favor and the motion was declared unanimously passed. (6) Discuss and take possible action on an agreement with KC Community Food Pantry, for use of the former City Hall building located at 314E. Calvert Avenue, Karnes City, Texas - Dwayne McKinney wanted to thank the council for the opportunity allowing the foodbank to use the city building. Councilmember Hernandez asked ifas schedule has been created. After further discussion, a motion was made by Councilmember Loya and seconded by Councilmember: Dziuk to accept the summary of terms as presented and direct city staff to continue with the contract and authorize the mayor to execute the contract. The vote was 4 -0 in favor and the motion was declared (7)1 Discuss and take possible action on nominations and appointment of board directors for the Karnes City 4B Economic Development Corporation - Mayor Skloss presented the nominations. Sherry Sommer with the 4B corporation informed the Council she was excited about having new members, and ready to move forward. After further discussion a motion was made by Councilmember Dziuk and seconded by Councilmember Lyssy to approve the recommended nominations, Amber Perez, Kelsey Pacheco and Jude Beaver. The vote was 4. -0 in favor and the motion was declared  unanimously passed.  unanimously passed.  (8) Discuss and take possible action on Change Order No. 2 to the contract with CK Newberry in the amount ofS13,764 for the 20214 Street Improvement Project-CS Butler presented the change order, Arthuro Rodriguez wanted tol know if they are going to repair the driveway to Becky'scafé, that was broken when the project started, David Young with WTC informed Mr. Rodriguez he would address the concern with the contractors. After further discussion, a motion was made by Councilmember. Loya and seconded by Councilmember Lyssy to approve change order No. 2 in the amount of $13,764 for the 2024 Street Improvement Project. The vote was 4 -0 in favor and the (9) Discuss and take possible action to ratify the lift station emergency repair work by Sam Chapa Electrical Contractors and in the amount ofS39,600 - DPW Rios informed the Council that we had to do a complete rebuild, our guys have been on rotation to manually tum off and on. After further discussion, a motion was made by Councilmember Loya and seconded by Councilmember Dziuk to approve the lift station cmergency repair work by Sam Chapa Electrical Contractors and in the amount of $39,600. The vote was 4 -0i in favor and the motion was declared unanimously passed.  motion was declared unanimously passed.  21 Minutes 07/23/2024    (10) Workshop: Review and Discussion ofstaff presentation on city's Fiscal Year 2024-2025 Budget and proposed allocation of funds, capital projects, employee wages, and other related budgetary matters - Haylee Jurgajtis with Finance department went over budget department wish list. No action taken.  (11) Executive Session - The City Council of Karnes City may convene in Executive Session in accordance with the Texas Open Meetings Act, Texas Government Code, Scction 551.071 (Consultations with Attorney) on matter in which the duty oft the attorney to the government body under the Texas Disciplinary Rules of Professions Conduct of the State Bar ofTexas clearly requires discussion in closed session; Section 551.074 (Personnel Matters); and 551.087 (Deliberation Regarding  Economic Development).  (A) Discussion on status of application review and hiring process for new (B) Discussion on status of the development of the Texan Store.
