City Council Present: William Houston, Mayor Justin Medenwaldt, Place 1 Robert Weeks, Place 2 Curtis Jones, Place 3 Danny Webster, Place 4 Mary Sarver, Mayor Pro-Tem City Administration Present: Katherine Reading, City Manager Shannon Pruitt, City Secretary 2. PRESENTATIONS, COMMENDATIONS AND ANNOUNCEMENIS Mayor Houston - Spoke to. Donna Anderson at the Grandview. Nursing Home regarding a Fall Festival they are hosting. Lookingfor donations for candy to be placed in bags to hand out. Western Heritage Day is on Saturday. State Fair - Grandview kids are showing this week and next week. Jones will be the backup. for accounts payable andpayroll. Receive monthly municipal reports (City Manager). HydroPro Solutions- Red Brick. Project- Full meter swap is completed. Easement documents completed as oftoday. Requested signature from Mr: Clark. Once signed can proceed with the bidding process, ifthere is going to be one. We do not have AFA Funding back from TXDOT Itis within our budget to cover the costs. Funding should be in this year: Green Ribbon Project- engineering. Waiting.for TXDOTto provide comments. They have completed about 60%0 ofthe Park. Bathroom and Park Stage- Park and Events Board Update- Wefound a builder; working with him on design. Elected to remove, parade from the event list for the Veterans Memorial. However; we received an email this morning.from a park board member who has been contacting organizations. for the parade. We were not aware ofthe activity that she was doing. There is a group email to correspond. We are not having a parade however we will hold an memorial on November 9th. We are working on bagpipes and trumpets. The Park and Events Board. chose some equipment to go on the. surfacingfor the PIP. There were other items to go onfor the park. This was not within the budget. A recommendation was made to bring it back to council to amend the budget for the park. When Mrs. Reading spoke to Public Management, Grant Administrator; theysuggested sticking with items that are in the budget for the time being for them to necessitate a quote. After they necessitate a quote, we will come back to the park board to pick out more items and then ask the council for morej funding. Road and Streets Update- Streets Capital. Improvement- Pecan sewer main needs replacingfor 4 homes. The builder must fund his portion. Was brought before CPAC. There were two changes on the CIP. Contacted Commissioner Wooley regarding Hughes Lane. Hughes Lane comes to about 1.5million to repair: Commissioner Wooley responded today, and they will be working out costs and a possible interlocal agreement, for taking care ofl Hughes Lane. North. Louisiana St. is not a platted street and does not belong to the city. Well. 1 is still under repair: Julian received. his C Wastewater License. Important to Note: TCEQ counts against us for every door (A door is counted as a meter) even in an apartment complex. Righti now, TCEQ accounts usj for having close to 900 meters. Our actual connections are in the low 700's. According to TCEQ, when you hit 1,000 it requires two licensed operators. Julian receiving his' C Wastewater and Groundwater license are all completed we satisfy all requirements. No questions from City Council. B. Date changefor Park and Events Board Meeting moved to Tuesday, October 29, 2024. Mailed out with the last water bill. This replaces Eye on Water we had previously. Customers will have the ability to sign up to review their water usage online and set up to receive alerts. Customers that are. having issues signing in need to type, Last Name, First Name. The accountant has been working on itfor about 5 months. GVVFD. FYis. January -. January. They were expecting a yes or no when they requestedfunds. Didnot provide that much information when they appliedfor a loan. They do not get a bill from the city showing the State ofTèxas. how much water they used. so it is not put in their budget. Council Member Jones spoke- In order to receive anyfunds from the city you need to be completely transparent with your finances. Against giving money other than paying utilities like we have been. Suggests get with their auditor; CPA, have them, go through our Finance Director to see what documentation is needed. to rèceivefunds from us in the future. Mayor Pro-Tem Sarver spoke- Money has been allocated, in order to request money, need to provide documentation. Wants to payfor the water and retirement for GVVFD. We need basic financial information. We have started a newj fiscal year and appropriated our budget, ifthere are things you see,ou can email us through the City. Manager or council directly. We want to supportyou the best we can and get any information requested ahead oftime. Fire Chief, James Camp spoke- GVVFD has a Board ofDirectors, Treasurer; Secretary, President, Vice. President, and a member at large. The Treasurer is the person responsible for the finances. Email showing, they used this much water, and what we are paying for them (GVVFD), including that we pay retirement and what all the city paysfor.
