STATE OF TEXAS COUNTY OF TARRANT S CITY OF BEDFORD S S The Bedford Parks and Recreation Board met on September 5, 2024. The following Board members were present: Mr. Terry Lewis, Mr. Lynn Grado, Mr. Alton Stockton, Ms. Misty Whitchurch, Ms. Heather Lopez Velarde, Ms. Donna Hanson, and Ms. Marguerite Allen. Mr. Mark Long, and Mr. Hunter Hardeman from the City of Bedford team were also in attendance as well as Mr. Rich Steves from Bedford City Council. CALL TO ORDER Ms. Heather Lopez Velarde, Chairperson, called the meeting to order at 6:30 pm. PUBLIC COMMENTS There were no public comments. APPROVAL OF MINUTES The Board will vote on May and September meeting minutes at the next meeting. NEW BUSINESS 1. Council and staff updates Councimember Rich Steves stated that the City Council was moving forward to approve remaining funding from the bond for additional parks improvements. Mr. Mark Long said that he would discuss it Mr. Mark Long gave the presentation. He shared that the Generations Park signs were completed, bringing the primary Generations Park project to an end. He added that there was also an executed agreement between Texas Parks and Wildlife and the City of Bedford for additional improvements at Generations Park, including pickleball and tennis courts. The project will be managed by the City of inr more detail in a later agenda item. Bedford. Other updates included the following: The Bedford Beats and Eats festival was a well-attended event with beautiful weather. The 2-5 playground at Harris Ryals was completed and now open to the public. The Christmas tree lighting event was moved to Friday, December 6. The Senior Center was progressing. September 6 was the deadline for submitting applications to continue service ont the Parks Board. 2. Discussion and possible action on Parks Capital improvement List Mr. Long gave the presentation and shared the draft Capital Improvement Program (CIP) overview with Page 1 of3 Parks and Recreation Board Meeting Minutes from September 5, 2024 the Board. He shared that there was some funding available that would not be usedi fori the Cultural Arts Center. Mr. Long explained that he started the process to establish a CIP for the City of Bedford parks system. It was important to note that Bedford has aging parks infrastructure and would be important to Mr. Lynn Grado asked about potential skate park improvements. Mr. Long explained that a skate park was not listed in the current plan; however, that did not mean that it would not happen and that he was All shade structures were moved to the first year due to prioritization from City Council and Bedford residents. The two parks that did not have shade structures listed boasted excellent tree coverage. Mr. Long noted that sun studies would be conducted to better understand the unique need for shade The Parks Board reviewed the five- (5-) year CIP and Mr. Long answered any questions presented by the Parks Board. Topics included as skate park, dog park, signage/branding, shade structures, trails (both bike and walking), pour-in-place surface material, parking, ADA improvements, and other priorities. OLD BUSINESS 3. Discussion on 2025 Arbor Day event Ms. Lopez Velarde discussed the possibility of having an Arbor Day event in 2025. Mr. Long recommended that Ms. Lopez Velarde discuss the possibility of partnering with the Beautification Committee at their next meeting. REPORTS 4. Discuss individual park assignments a. Bedford Trails Linear Park- - Looks good. b. Brook Hollow Park - Looks good. Carousel Park - In need oft tree removal. d. Central Park- Looks good. Dewey Tenant Park - Looks good. h. Generations Park - Resident requested additional flower planting.
