MINUTES OF THE COMMISSIONERS COURT REGULAR SESSION OCTOBER 29, 2024 BEI ITREMEMBERED, that on the 29th day ofOctober 2024. A.D. at 10:00a.m. thel Honorable Commissioners Court of Wichita County, Texas met in a regular voting session at the Courthouse in Wichita Falls, Texas pursuant to adjourning October 25, 2024, with the following members present: County Judge Jim. Johnson Commissioner Mark Beauchamp, Precinct No. 1 Commissioner Mickey Fincannon, Precinct No. 2 Commissioner Jeff Watts, Precinct No. 4 Zoom audio and video were made available for this meeting. Invocation by Commissioner Fincannon Pledge of Allegiance Pledge to the Texas Flag Public Comments: 10:02 a.m. - 10:05 a.m. Commissioner Beauchamp issued a thank you 10 everyone that made it out the Charlye Farris Sculpture Unveiling. Commissioner Watts recommended that everyone go check out Homeless Lives Matter on 7wh Street. Commissioner, Fincannon reminded the public that Early Voting is. still happening and to get out and vote. Judge Johnson stated that Early Voting closes this Friday, November !". Judge Johnson also issued a reminder. to everyone about the importance offires safety. Be: smart. Motion made by Commissioner Fincannon and seconded by Commissioner Beauchamp to approve and authorize the 24.1029.651 Toa authorize the County Judge to sign an Interlocal Cooperative Agreement with Collin County for 24.1029.652 To authorize the County Judge to sign the 2025 Wichita County Indigent Defense Grant Program 24.1029.653 To authorize the County Judge to sign a grant application for the Critical Facility Generators Grant (DR-4485-0157) with the" Texas Division of Emergency Management. Wichita County Annex 2022 Renovations Proposal Request #46 due to the relocation of mechanical duct work and wiring, the chase wall that was designed to be constructed in the N/W cormer of break room 201 had to' be relocated to the center of the north wall. Cost includes extra framing and sheet rock work at an additional cost of $1,474.00 to be paid from Permanent Improvement with line(s) determined by the 24.1029.655 To approve M & FLitteken Co. Wichita County Annex 2022 Renovations Proposal Request #471 to sand and paint all existing handrails and color to be determined by the customer at an additional cost of$1,340.00 to following consent agenda items 24.1029.651 to 24.1029.658: the emergency housing and care of certain inmates. Wichita County Courthouse 30th District Courtroom Proposal Request #13 to paint door frames on thel N walls of corridor 304 and 3071 to match the existing and toj paint two doors on the west wall of corridor 302 to match existing at an additional cost of $849.00 to be paid from Permanent 24.1029.658 To approve M & F Litteken Co. Wichita County Courthouse 30th District Courtroom Proposal Request #14 with a credit of $5,075.00 due to owner providing the type DI Fixtures for the 30th District Court Room tol be paid from Permanent Improvement with line(s) determined by the County Auditor. Motion carried unanimously. 24.1029.659 Motion made by Commissioner Beauchamp and seconded by Commissioner Fincannon to approve the regular bills for payment, verify payroll taxes have been filed, and order County Treasurer to disburse payroll and/or bills within 72 hours via U.S. Mail, FEDEX, UPS or electronically unless directed otherwise or may be picked up and legered in the Treasurer's Office. Motion carried unanimously. 24.1029.660 Motion made by Commissioner Fincannon and seconded by Commissioner Beauchamp to approve and ratify the minutes oft the October 21, 2024 regular session and the October 25, 2024 special voting session. Motion carried unanimously. Received the 3rd Quarter 2024 Wichita County Investment Report. 24.1029.661 Motion by Commissioner Fincannon and seconded by Commissioner Beauchamp to adopt the Wichita County Fund Balance Policy. A copy is attached hereto as Exhibit "D". Motion carried unanimously. General Business Item #5 regarding authorizing Enterprise Fleet Management to sell Sheriff's Office vehicles at 24.1029.662 Motion made by Commissioner Beauchamp and seconded by Commissioner Fincannon to rescind previous resolutions for 2025 County allocations and approve resolution authorizing County Funds of $4,535.71 for 2025 to Wichita Falls Senior Citizens Service, for the Home-Delivered Meal Grant Program through the Texas Department of. Agriculture and approve resolution authorizing County Funds of $2,266.04 for 2025 to Senior Citizens Activity Center of Burkburnett Inc. for the Home-Delivered Meal Grant Program through the Texas auction was heard next with no action taken. Department of Agriculture. A copy is attached hereto as Exhibit "E". Motion carried unanimously. 24.1029.668 Motion made by Commissioner Fincannon and seconded by Commissioner Beauchamp to approve Pro Insulation estimate #533 in the amount of $6,000.00 to add double drive gates at the LEC to be paid from Permanent Improvement with line(s) determined by the County Auditor. General Business Item #13 was regarding Miriam Lane lease bids was heard next with no action taken. 24.1029.669 Motion made by Commissioner Watts and seconded by Commissioner Beauchamp to take 30th District Court Furniture, Fixtures, Equipment (FF&E) and Installation bids received from COI under advisement. Motion carried unanimously. Received update on Courthouse Renovations and County Courthouse Annexes. With no further action taken, Commissioners Court was adjourned at 11:09 a.m. and will meet in a special session on Friday, November 1, 2024.
