MINUTES OF THE COMMISSIONERS COURT  REGULAR SESSION OCTOBER 21, 2024  BE IT REMEMBERED. that on the 21" day ofOctober 2024 A.D. at 9:03 a.m. the Honorable Commissioners Court of Wichita County, Texas met in a regular voting session at the Courthouse in Wichita Falls, Texas pursuant to  adjourning October 18, 2024, with the following members present:  County Judge. Jim Johnson  Commissioner Mark Beauchamp, Precinct No. I Commissioner Barry Mahler, Precinct No. 3  Zoom audio and video were made available for this meeting.  Invocation by. Judge. Johnson  Pledge of Allegiance Pledge to the Texas Flag Public Comments: 9:05a.m. 9:08 a.m. honoring racing legend Loyd Ruby.  Commissioner, Mahler gave congratulations 10 the Historical Society on their Texas Historical Marker unveiling Judge. Johnson mentioned that Early Voting. started today. lfyou need voting location information or have any Motion made by Commissioner Beauchamp and seconded by Commissioner Mahler to approve and authorize the 24.1021.639 To authorize County Judge's Signature on Agreement for Online Auction portal with GovEase 24.1021.640 Toapprove" Tusa Consulting Services II, LLC Invoicc #18041 ini the amount of $6,930 for work done on thc communications tower construction project to be paid from ARPA with line(s) determined by the County 24.1021.641 To approve Commercial & Industrial Electronics, Inc. quote for $5,642 for fire alarm work at the 24.1021.642 To approve payment of less than $1,000 for the 2024 Safety Awards Luncheon to be paid from Department 404 with linc(s) determined by the County Auditor. The Safety Award Luncheon servesap public purpose, promoting the awarcncss of safcty in the workplacc and kceping down the cost of Workers Compensation claims 24.1021.643 To approve M & F Litteken Courthouse 2021 Renovations Proposal Request #92 to remove aluminum handrails on both sides of stairs 106A and replace them with stained oak handrails as well as remove a portion of ceramiç tilei in lobby 102 adjacent to mechanical room and install oak paneling and trim to match the oak around the clevator for plaquc mount at a cost of $2,000.00 tol bc paid from Permanent Improvement. 24.1021.644 To advertise for bids to install Retroreflective Typc II "traffic paint" in accordance with TxDOT specification Item 666, Tex 828-B, and DMS-8220 with' "glass traffic beads"ina accordance with TxDOT: specification DMS-8290. Reccived activitics report from the Indigent Healthcare Office. Reccived the Scptember 2024 Treasury Report.  24.1021.646 Motion by Commissioner Mahler, seconded by Commissioner Beauchamp to authorize the County Judge to sign the Interlocal Agreement between the City of Wichita Falls and County of Wichita, Texas for the 2024 Byrne. Justice Grant (JAG) Program Award. A copy is attached hereto as Exhibit "B".  Motion carried unanimously.  24.1021.647 Motion by Commissioner Beauchamp, seconded by Commissioner Mahler to approve realignment ofTax Assessor Office salaries. Realignment will not exceed 2025 budgeted by position maximums and is funded through tax collection agreement services from one outside agency. Effective date oft this change will be October 11, 2024 for purposcs of the payroll disbursement to be made on November 1,2024. Allow for a budget transfer from  Department 1004090, Nondepartmental, ifnccessary.. A copy is attached hereto as Exhibit "C".  Motion carried unanimously.  24.1021.648 Motion by Commissioner Mahler, seconded by Commissioner Beauchamp to authorize the County  Judge to approve proposed changes to the Wichita County Policy Manual.  Motion carried unanimously.  Rcccived update on Courthouse Renovations and County Courthouse Annexes.  With no further action taken, Commissioners Court was adjourned at 9:46 a.m. and will meet in a special voting  session on Friday, October 25,2024.
