HopeCole ZoningAdministrator Special Use Permit Application Sinai Solar Storage Project CENERGY VA SINAI LLC B. COVER LETTER October 14, 2024 Attn: Ms. Hope Cole Town of South Boston 455 Ferry Street South Boston, VA 24592 Planner; Zoning Administrator; CAD and Mapping Subject: Amended Special Use Permit Application for Sinai Solar- Storage Project Dear Ms. Cole: VA Sinai LLC (the Applicant," "VA Sinai") has submitted a Special Use Permit (dated as of October 10, 2023, the "SUP") application with the intent to build, operate and maintain a solar photovoltaic plus battery storage energy facility (the "Project") located at 2101 River Road in the Town of South Boston (the "Town") pursuant to the Town's Solar Energy Facility ordinance (the Enclosed in this letter is our amended SUP application, which amends and restates our original The proposed Project remains sized at a maximum capacity of 10 megawatts alternating current ("MWac") and covers less than 90 acres. The Project would supply clean electric power to Dominion Energy. More importantly, we propose that the Project pay the Town: () a one-time contribution to public improvement of $500,000 (payable 50% at construction start and 50% at construction completion), and (i) recurring annual state-authorized property tax revenue share of $14,000 (i.e., $1,400 per MWac). Other public benefits in collaboration with the Town would "Solar Ordinance") and the Town's Comprehensive Plan 2040. SUP in its entirety. include renewable energy educational elements related to the Project. Wel look forward to working with the Town of South Boston on this Project. Sincerely, lle William Pham Manager VA Sinai LLC/BAP Power Corporation d/bla Cenergy Power Office: +1 (760) 603-1933 Email: wpnam@cenergypower.com 26880 Aliso Viejo Pkwy, Suite #100 Aliso' Viejo, CA 92656 4 Special Use Permit Application Sinai Solar Storage Project CENERGY VA SINAILLC C.G GENERAL REQUIREMENTS FOR APPROVAL OF SPECIAL USE PERMITS (TOWN CODE SEC. 58- 145) (1) Proposed Use Will Not Be Contrary to the Purposes of the Town's Zoning Ordinances Response: The proposed clean solar energy Project does not contradict any of the stated purposes of the Town's zoning ordinances, and in fact, serves to promote several of those purposes. The Project will remain hidden from view by neighbors and the public as illustrated in the landscape and screening plan set forth in Exhibit A. Itv will create no disturbances ini terms of noise or impact on water, historic areas, or other items listed in Section 58-5 of the Town's code of ordinances. At the same time, it will promote economic development and help provide desirable employment opportunities in the clean energy industry. It also allows for a productive use of agricultural land currently not being used while preserving the land and soil with a use that can be easily converted back to traditional agriculture ini the future. (2) The proposed use will not conflict with the objective of the Town's Comprehensive Response: The proposed Sinai Solar Storage Project supports and helps advance the goals of the 2040 Comprehensive Plan. The proposed Project is in a rural As stated on page 15 of the Comprehensive Plan under the heading Community Vision and Goals - Community Goals," " "South Boston will celebrate its natural heritage with innovative measures aimed at protecting its waterways, forests, farmland, and park spaces and by adopting green technologies and practices in its public operations and promoting them among private enterprises and individual citizens." This Project seeks to build on that goal with clean, renewable energy that introduces green technology (solar power plus battery storage) in a non-intrusive manner consistent with the Town's existing expected use for the specific district. One of the stated goals of the Comprehensive Plan is to preserve agricultural lands and the prime South Boston soil for future generations. The proposed solar Project is entirely compatible with this goal. The land in question is not being actively farmed. The solar Project allows for a beneficial use in harvesting sunshine for electricity while having no adverse impact on the land. Solar systems do not require installation of buildings and do not release emissions as would be the case with a traditional power plant. At the end of its useful life, the Project can be continued or, alternatively, dismantled and removed. The system is anchored with posts akin to fence posts which can be removed and post holes easily filled. The soil is allowed to rest during this period and can continue to be used for farming or as pasture afterward. In addition, the Project will also help to further some oft the economic development goals of the Comprehensive Plan (LU2, Strategy 2.1, page 157). Solar projects are inherently local and create jobs for the local community during construction, but also longer-term jobs required for ongoing maintenance, cleaning, and care for the solar as stated in Town Code Section 58-5 (Where Applicable). The skills-training provided locally will be readily transferrable to other projects for those who wish to continue with a career in solar energy. (3) Demonstrate that the proposed use will conform with all applicable requirements of the district in which such use is located. Demonstrate that it will not have an adverse Response: As noted above, the proposed Project conforms to the requirements of a "Rural Agricultural" zone district in which iti is located. In addition, it will not have an adverse impact on the surrounding neighborhood. Solar projects such as the proposed Project are passive and cause no noise and require minimal maintenance. The main concern of neighbors may be aesthetic concerns given the beautiful pastures and agricultural land in the entire area. In order to preserve the character of this area for the entire neighborhood and mitigate any visual impact, the Project plans toi include al landscape buffer along with taking advantage of existing natural forest (4) Fulfill additional requirements for certain special uses. Facility Materials and installation techniques. The construction of this PV: and battery storage facility involves using the following materials Metals: Steel is used in pile foundations, racking, conduits, electrical enclosures, and fencing. Aluminum is used for racking, module frames, electrical wires, and transformers. Stainless steel may be used for fasteners, electrical enclosures, and racking. Copper is used for electrical wire, PV Cells: PV modules usually consist of various components, such as glass, semiconductor rigid silicon cells, internal electrical conductors (aluminum and cooper), silver solder, and other smaller materials. The semiconductor PV cell materials constitute as small proportion of the module's overall weight, typically about 1% to 2%. Silicon is the most widely used transformers, battery storage units and inverters. Concrete: Concrete may be used to construct equipment pads and footings. 45 Special Use Permit Application Sinai Solar Storage Project CENERGY VA: SINAIL LLC semiconductor material in PV module construction. The materials of glass, aluminum, and copper are recyclable while silicon can be recycled by specialized electronic recycle centers. Glass: PVmodules are primarily made of glass, accounting for 80% of the module's weight. Plastic: PV systems use a small amount of plastic materials due tot their long operational lifespan and regular exposure to outdoor elements. Plastics are commonly found in PVi in wiring insulation, electrical enclosures, control and monitoring equipment, and some components of the inverters. Reclamation Timeline: involve four phases: wiring. As mentioned above, this Project is expected to operate for upi to 50 years. The decommissioning: process will take approximately six to eight (6-8) weeks to complete and Phase 1 will include shutting down the systems and removing any hazardous materials and Phase 2 will involve the removal of PV modules, BESS (battery storage), and inverters. Phase 3 will cover the removal of site fencing and the final soil reclamation process. Phase 4 will be the final decommissioning stage. Reclamation Schedule: Solar modules, based on industry standards, have a typical useful lifespan of up to 50 years. The Project's design and development will enable the upgrade of components without causing significant disruptions, such as removing or replacing individual modules from the installed support racking system. VA Sinai will build and operate the solar array on land owned by The decommissioning of the Project will begin either at the end of the Project's useful life or after 12 consecutive months of no power generation at the facility, except ini the case of natural disaster or other event resulting in no electrical generation for 12 months. During the construction period, there will be periodic delivery ofs solar facility equipment, which the Applicant can schedule to minimize impacts on local traffic. Most construction workers are expected to arrive at the Project site in the morning and leave in the afternoon each weekday. Construction workers will be encouraged to carpool to minimize vehicle trips. Deliveries of equipment will occur throughout the day between the hours of 6:30 am and 3:30 pm. After construction, there will be minimal traffic with only regular inspections (estimated to be two times per year) and responses to unplanned maintenance as necessary. Int the event of road damage to the Berry Hill Road or River Road, the Applicant will notify the Virginia DOT. The. Applicant will, at its own expense, have any required road repairs completed within 14 days to a condition similar or equal to that existing before such damage was done. Should such damage render the road impassable, repairs and appropriate signage such as lane restrictions and warning signs would commence immediately. The. Applicant will notify the Town workers, equipment, and the public. of South Boston upon the damage discovery and completion of repairs. 53 CENERGY October 23, 2023 Mr. and Mrs. Property Owner Street Address City, State Zip Dear Mr. and Mrs. Property Owner: My name is Bill Pham, a senior manager at Cenergy Power.
