1 2 3 4 5 6 Minutes of the New Market Town Council Meeting Monday, September 16th, 2024 6:30 pm The New Market Town Council met in the Council Chambers oft the ArthurL. 7 Hildreth, Jr. Municipal Building on Monday, September 16th, 2024, with the following 8 members present: Vice-Mayor Peggy Harkness, Bob King, Peter Hughes, Daryl Watkins, 9 Janice Hannah, and Scott Wymer. ChiefMongold reported on the call volume for 48 both EMS and Fire. He reported that they continue to have duty nights, and training 49 nights with an average of seven members staffing the station. There were 285 duty hours, 50 102 training hours, and 100 fundraising hours. He reported that they attended the 51 Independence Day Celebration in the park and staffed the wagon and the tower ladder, 52 Hel highlighted other events and meetings that they attended. His PowerPoint gave an 53 outline oft the dates the volunteers were active, along with some photos ofevents and 54 calls. 55 56 57 Committee Reports: none 58 59 60 Staff Reports: 61 62 63 1.Public Works Department Monthly Report - Mr.J. D. Fadley Mr. Fadley gave a power point presentation. Mr. Fadley reported that the public 64 works department repaired a water main at 214 East Old Cross Road, and a sewer lateral 65 at 9589 Cadet Road. They continue to assist in the setting up of events and clean up. He 66 reported that they are working on moving into the new maintenance building. He stated 67 that they continue to accomplish the regular monthly maintenance tasks. The water 68 department was hard at work rebuilding a chlorine gas feed system at Well #1, and 69 preparing the SCADA for an upcoming upgrade to the system at the Campbell pump 70 station. They assisted with an insertion valve installation at the Stirewalt pump station. 71 They replaced the chlorine feed pump for the big pool. The lead and copper testing has 72 been completed and submitted to the health department. They are working on data entry 73 for service line inventory. They also replaced ORP pump at Well #1 and did a new plc 74 installation and programming. Mr. Watkins asked ift the street sweeper was still working 75 well. Mr. Fadley stated that it was working well, and they were planning to sweep the 76 streets before the Fall Festival event. Mr. King asked ifall the occupancy permits for the 77 new maintenance building were issued, and Mr. Fadley stated that all permits were in 78 place. Mr. Garrison reminded the council that the open house event for the maintenance 79 building was coming up on September 24th at 2 p.m. He encouraged all to attend. Planning Department Monthly Report - Nathan Garrison Mr. Garrison reported on permits that were approved such as a food truck permit, 84 as sign permit at 9396 S. Congress, another food truck permit on Old Cross Road, and a 85 sign permit for that food truck as well. He reported that the bonding has been completed 86 for the Village at Smith Creek project, and they should start breaking ground soon. 87 88 89 3. Public Safety Monthly Report - Chief Chris Rinker ChiefRinker gave aj power point presentation. There were 366 total calls for 90 service, 157 extra patrols, and 8-foot patrols. Chief Rinker reported on some notable 91 events such as training hosted by the Shenandoah County Commonwealth Attorney's 92 office that several oft the officers attended. Benelli met with members and employees at 93 Shen-Paco. During the month of August, the disturbances and domestics were above 94 average. There were no ECOs or TDOs. He noted that the National Night Out was a great 95 turnout and both Officer Toman and Ms. Frazier did a great job planning the event. Mrs. 96 Hannah asked ift they were using e-bikes. He stated that they are, however, not as much 97 as he would like at this point. They are working on utilizing them more. A copy oft the 98 presentation is on file with the minutes. 99 100 4. Events & Marketing Monthly Report - Ms. Savannah Frazier Ms. Savannah Frazier presented aj power point presentation. Ms. Frazier reported 101 on the successful ribbon cutting at the Old Valley Pike Barbershop and thanked everyone 102 that attended for coming and welcoming the new business to our community. She stated 103 that the Puppy Pool party was a huge success with 25 dogs in attendance. A total of$61 104 and some pet supply items were donated to the Shenandoah County Animal Shelter. The 105 Movie Night in the Park had great attendance with roughly 85, and there is one more 106 movie night for this year. She reiterated the ribbon cutting at the new maintenance 107 building and gave an update on the upcoming events. Mr. Garrison followed up on his presentation that was presented at the 113 last council meeting and recapped the process for requesting ownership of our secondary 114 streets. He stated that staff were requesting a motion whether to move forward with the 117 Mr. Watkins moved to allow staff to move: forward with the administrative process to 118 secure ownership of our secondary streets. Mr. Hughes seconded the motion. Mrs. Harkness asked Mr. 129 Hughes to read aloud the proclamation. Mrs. Conard, the representative of the Daughter's 130 ofthel Revolution, thanked the council for observing Constitution Week. She gave a brief 131 background ofthis proclamation. She stated that they are pleased that this is the first year 132 that all towns in Shenandoah County have issued a proclamation. She also gave an open 133 invitation to all attend a bell ringing ceremony on the 17th of September at 4:00 p.m. at 134 the old Town Courthouse in Woodstock. 135 136 Council Comments: 137 none 138 139 142 145 146 147 140 Staff Comments: 141 Mr. Garrison introduced the new Assistant Town Manager, Ms. Summer Barden. 143 Mrs. Harkness called for a five-minute recess prior to the closed session. After the brief 144 recess, the council reconvened the council meeting to move into a closed session, 148 Closed Session: 149 At7:00 p.m., Mr. Watkins moved to recess into a closed meeting in order to consult 150 with legal counsel regarding specific legal matters requiring the provision of legal 151 advice by our: attorney, as authorized by section 2.2-3711(A)(7) ofthe state code. 152 The subject matter of the meeting is the Voluntary Settlement Agreement matters 153 regarding annexation. As well as, to discuss the performance and employment ofa 154 specific local government appointee, as authorized by section 2.2-3711(A)(1) oft the 155 state code.
