Jeter Councilmember Marlon Rickman Mayor Harris called the. June 17, 2024, Council Meeting to order at 7:00 pm. This meeting was held in the Town Hall. Town Clerk Claudine Stump took roll call. With five members of the Council present, a quorum was established. A moment ofs silence was held, and the Pledge of Allegiance was recited. Thet first item on the agenda was approval of the consent agenda which included the approval of the May 2024 Financials Vice Mayor Manspile made a motion to approve the consent agenda with a second from Councilmember Rickman. With no further discussion, the consent agenda was approved witha vote of5-0. The next item on the agenda was awards and recognitions. Vice Mayor Manspile wanted to recognize the efforts of the Carnival Committee and thank them. They are working very hard with new regulations and doing an amazing job. Councilmember. Vice Mayor Manspile stated that this has been recommended by' Virginia Risk Sharing Association to add this to the existing Town Manager Mathers clarified thet two segments oft the coverage. With no further discussion, the resolution was passed with a vote of5-0. The next action item was the Contractor Selection/Award for the Lead Service Line Inventory. Town Manager Mathers stated the reason for the Lead Service Line Inventory and the Town Manager Mathers recommended CHA1 for the Lead Service Line Inventory. Mayor Harris asked if there was a grant for this Inventory. Town Manager Mathers Mayor Harris stated' Town is luckyf for getting the grant to have this done professionally. Councilmember Eubank made a motion to award the project to CHA with a second from Vice Mayor Manspile. Mayor Harris stated that the first Façade Grant was for Sycamore Place. The façade Mayor Harris made a motion to approve the Façade Grant for Sycamore Place witha second from Vice Mayor Manspile. This was submitted as two grants, but since only one, grant is eligible per entity per Fiscal year, Mayor Harris made a motion to approve the Façade Grant for Wilson Warehouse witha a second from Councilmember Eubank. Council discussed Mountain Magic and possibly hiring an events coordinator. Treasurer Shannon gave an update on Reggae by the River preparation. The next item on the agenda was staff reports. Mayor Harris gave an overview of the staff reports. Town Manager Mathers gave an overview of projects he is working on currently. Jeter asked if there is a schedule oft fees that can be charged for zoning violations? There isn't a schedule in the zoning ordinance. Council discussed what actions and fees are stated int the zoning ordinance. Councilmember Jeter stated that Sirens & Salutes and Roanoke Police will be honoring at fallen officer by placing a memorial stone on his grave Saturday, June 22 at 10:00am at Fairview Cemetery. All are Councilmember. Jeter stated that the Recreation Committee has not met recently, they are waiting to move forward until the new manager isi in place. In the meantime, we have approval from Botetourt County and the Botetourt County School System to add a new walking trail at the Buchanan Elementary invited. School. The committees are looking for funding. The next agenda item was additional comments from Council Members Vice Mayor Manspile requested citizens help keep an eye on the Town Park. There has beena lot of vandalism at the park this year. Ifyous see something, let someone know. The Parki is under camera surveillance. Mayor Harris stated the Upcoming Meetings and Events. Chris Witt of 19418 Main St asked for an update on the proposed Charter Change Mayor Harris stated the Council would be working on the changes at the next work session.
