TH 1811 Minutes of Council Meeting Buchanan, VA September9,2024 Present: Mayor Tristan Harris Vice Mayor. James Manspile Councilmember. James Eubank Councilmember Rose. Jeter Councilmember Marlon Rickman Mayor Harris called the September 9, 2024, Council Meeting to order at 7:00 pm. This meeting was held in the Town Hall. Town Clerk Claudine Stump took roll call. With five members of the Council present, a quorum was established. A moment of silence was held, and the Pledge of Allegiance was recited. The first item on the agenda was approval of the consent agenda which included the approval of the August 2024 Financials. Motion to Approve: Vice Mayor Manspile Second: Councilmember Eubank With no further discussion, the Consent Agenda was approved with a vote of! 5-0. The next item on the agenda was awards and recognitions. There were no awards or recognitions. There was no one signed up to speak. The next item on the agenda was citizen comments and petitions regarding agenda items. The next item on the agenda was New Business/Action Items/Public Hearings The first action item was the Reggae by the River Presentation Adam Beason of Lazy Man Dub Band gave his presentation recapping the Reggae by the River Festival. Council discussed changes for next year. The next item on the agenda was staff reports, The reports were reviewed. Town Manager Angela Lawrence gave an oral report. The next item on the agenda was citizen comments and petitions on non-agenda items. 1 Mike Montgomery of 19827 Main St. thanked Council for allowing his organization to use the Town Park and would like to do it again next year. The next item oni the agenda was additional comments. Town Treasurer Eva Shannon recognized Councilmember. Jeter for her work on Reggae by the River. Council discussed the Old School House Brownfield issue. Council discussed Mountain magic int the Fall. The next item oni the agenda was upcoming meetings and events. Mayor Harris read the upcoming meetings and events. Council discussed where ini the process Town was with the Charter Changes. Vice Mayor Manspile made a motion to adjourn the meeting with a second from Councilmember. Jeter. Mayor Harris asked fort further discussion.
