FR 1811 Minutes of Council Meeting Buchanan, VA August12,2024 Present: Mayor Tristan Harris Vice Mayor. James Manspile Councilmember. James Eubank Councilmember Rose. Jeter Councilmember Marlon Rickman Mayor Harris called the August 12, 2024, Council Meeting to ordera at 7:10 pm. This meeting was heldi in the Town Hall. Town Treasurer Eva Shannon took roll call. With five members of the Council present, a quorum was established. Ar moment of silence was held, and the Pledge of Allegiance was recited. Vice Mayor Manspile made a motion to amend the agenda to add a closed session at the end of the meeting with a second from Councilmember Rickman for personnel matters. With no further discussion, the motion passed with a vote of4-1. The first item on the agenda was approval of the consent agenda which included the approval of the July 2024 Financials, payment to Carilion Clinic for medical care related to a workplace injury, and approval oft the minutes from the March 7, 2024 Work Session, April 3, 2024 Called Council Meeting, and the April 4, 2024 Council Meeting. Vice Mayor Manspile made a motion to approve the consent agenda. error be corrected before the minutes are published. Councilmember Jeter brought up errors int the April 4th minutes. Mayor Harris asked that the Councilmember. Jeter asked that thei financial reports for Carnival and Reggae be pulled out. The Carnival one is very hard to read. The Reggae report has some discrepancies in the expense Mayor Harris made a motion to approve the consent agenda after tabling the financial reports for further investigation and with the stipulation that the April 4, 2024 be edited to complete the sentence with a second from Councilmember Jeter. The next item on the agenda was awards and recognitions. Councilmember Rickman presented a plaque to Patricia Kidd for Buchanan Volunteer Appreciation Award. 1 Jesse Burton read a presentation for Patricia Kidd. The next item on the agenda was citizen comments and petitions regarding agenda items. The next item on the agenda was New Business/Action Items/Public Hearings A. Lawrence as Town Manager of the Town of Buchanan, VA. Patricia Kidd thanked Councilmember. Jeter for her work ont the Reggae by the River Festival. The first action item was consideration of Resolution R24-0812-09: A Resolution Appointing Angela Mayor Harris explained the process Council went through to find a Town Manager. Vice Mayor Manspile made a motion to approve the resolution with a second from Councilmember Eubank. With no further discussion, the Resolution was approved with Mayor Harris read the resolution. avoteof5-0. The next action item was the Reggae Presentation by Adam Beason ofl Lazy Man Dub Band. The Reggae Presentation was having technical issues. Vice Mayor Manspile made a motion on councilmember Jeter's recommendation to table the presentation until the September Council Meeting with a second from Councilmember Eubank. With no further discussion, the Presentation was tabled witha vote of5-0. The next item on the agenda was staff reports, Mayor Harris asked if there was anything major of note. Town Manager Mathers stated if anyone has any questions, please ask. The next item on the agenda was citizen comments and petitions on non-agenda items. Mike Burton of 591 Culpepper Ave. gave an update on the Gauge Dock project. The Gauge Dock can bet filled. Mr. Burton asked ift there would be a candidate's forum in October for the Council thanked Mike and. Jesse Burton for their efforts in getting the answers about the Gauge Pat Brooks of 19736 Main St. thanked the people involved in Carnival and thanked the Council for the 2 nights of fireworks. Ms. Brooks asked what was being done about the people caught doing the vandalism in the park? Isi it possible to get a grant to have some apartments that are based on income? Can we possibly get a rehab center back int the Town? Can we get an amount for the Christmas lights sO that Christmas committee can make necessary purchases? Vice Mayor Manspile stated that the amounts would bet figured out ina ay work session. Pat. Jasper of 95 Pattonsburg Lane wanted to follow up on Mr. Burton's request for a candidate's forum. Since there are sO many candidates for this election, she would like to find out where the candidates stand on issues, their backgrounds, and their vision for the Town. Ms.. Jasper asked if the Carnival funds have been given a separate line item in the budget. Daniel Bratcher of 210 Boyd St asked if there would be a Carnival Committee meeting for follow potential Council candidates. Dock. up. 2 Sissy Austin stated: she is waiting to get final numbers before having the meeting. The next item on the agenda was additional comments. Vice Mayor Manspile asked what can be done to help Planning Commission to get something Mayor Harris stated Planning and Zoning Commission is working ont the Code 40 pages at at time. There are a couple more sections that need to be checked. The Planning Commission has found the section on enforcement. There is no set protocol for enforcement and that is an issue. Once the Town Manager is here, she can work with the lawyer to create a set protocol to follow that will help Town enforce code violations. for ally violations. The next item on the agenda was upcoming meetings and events. Mayor Harris read the upcoming meetings and events. Vice Mayor Manspile made a motion to go into closed session with a second from Councilmember Eubank. Mayor Harris stated that the Town Council will goi into closed session fort the purpose of discussing matters exempted under the provisions oft the Freedom of Information. Act of the Code of Virginia section 2.2-3711-1 personnel matters. With no further discussion, the motion was carried with aroll call vote of5 5-0. Closed session began at 7:52 pm. Council returned from closed session at 8:27pm. Mayor Harris stated the certification of the closed session with all of Council approving the certification Vice Mayor Manspile made a motion to adjourn the meeting with a second from Mayor Harris. Lawrence as' Town Manager of the Town of Buchanan, Whereas, Earl Mathers is currently serving as Interim Town Manager and his appointment as Town Manager will end September 3, 2024; and Whereas, the Town Council contracted the Berkley Group to broadly advertise to fill the Whereas, applications were received, which were: reviewed by the Berkley Group and Whereas, the Town Council has selected the applicant that, ini their judgement, best meets the needs oft the Town and negotiated an employment contract with that individual; Now, Therefore Be It Resolved, by the Council ofthe Town of] Buchanan, that Angela A.
