FFRIC  1811 Minutes of Council Meeting Buchanan, VA  July9,2 2024 Present:  Mayor Tristan Harris Vice Mayor James Manspile Councilmember James Eubank Councilmember Rose. Jeter Councilmember Marlon Rickman  Mayor Harris called the. July 9, 2024, Council Meeting to order at 7:00 pm. This meeting was held int the Town Hall. Town Manager Earl Mathers took roll call. With five members of the Council present, a quorum was established. A moment of silence was held, and the Pledge of Allegiance was recited. The firsti item on the agenda was approval oft the consent agenda which included the approval of the  June 2024 Financials and approval of paid bills.  Vice Mayor Manspile made a motion to approve the consent agenda with a second from Councilmember Rickman. With no further discussion, the consent agenda was approved with a  vote of5-0.  The next item on the agenda was awards and recognitions.  Councimember Eubank wanted to thank Sissy Austin, Marty Rickman, and all the volunteers for Vice Mayor Manspile wanted to thank the Gilliam brothers for the 21 fireworks shows. They Councilmember. Jeter wanted to recognize Lee Hensley and Richard Moseley fort their efforts in Councilmember. Jeter recognized the Buchanan PTA, the Limestone Ministries, and the Lions Club for their helpi in keeping the long-standing games going with the new restrictions for the Mayor Harris stated the opinions of people he had: spoken to at the Carnival. The next item ont the agenda was citizen comments and petitions regarding agenda items. There was no one signed up to speak.  1    The first action item was the Gauge Dock update.  Mr. Mike Burton stated that he has one more thing to check on before we can move Mayor Harris stated that filling in the Gauge Dock has been cleared by DEQ, the Army Corps of Engineers, and all the other local entities that have a say in what is done. Gary Manspile of 20578 Main St. asked why" Town no longer puts anything in the Fincastle Councilmember. Jeter stated a reporter used to come to meetings. Councilmember Rickman stated that the Fry Stand will be open fori the Reggae Festival. Town is also selling bags of potatoes for $20.00 for a 50-pound bag. It was suggested to give them to Councilmember Eubank asked what is done with the fryer oil that was left. Coles left allt their Vice Mayor Manspile stated that he would reach out to the company that picks it up. The next item on the agenda was upcoming meetings and events. Mayor Harris read the upcoming meetings and events.  Vice Mayor Manspile made a motion to go into closed session with a second from Councilmember Eubank. Mayor Harris stated that the Town Council will go into closed session for the purpose of discussing matters exempted under the provisions of the Freedom of Information Act of the Code of Virginia section 2.2-3711 personnel matters. The next steps ini the process of hiring a permanent Town Manager. With no further discussion, the motion was carried with a roll call vote of5-0.  Closed session began at 7:21 pm. Council returned from closed session at 8:33pm.  2    Mayor Harris stated the certification of the closed session with all of Council approving the certification Mayor Harris stated that the in-person interviews with prospective Town Managers have been scheduled for Friday, August 2, beginning at 10:00am potentially at the Wilson Warehouse. Mayor Harris made a motion to adjourn the meeting with a second from Vice Mayor Manspile. Mayor Harris asked fori further discussion.
