Michael Brady Councilwoman Diane Nye-Paugh Councilman Michael Hechmer Town Clerk Rebecca M. Glotfelty 3 Meeting Called. to Order at 7:03P, with Rita. Lambka opening with. prayer, and pledge to the flag lead. by Mayor Councilman Brady motions to approve the minutes from council meeting held on Monday, November 28th, 2022. Councilman Hechmer seconds the motion. Motion fails with a vote of 2to 1. Amendment made to Reckart. minutes. Motion then carried with a vote of3to0. Recognized Guests: Sheriff Bryson Meyers - Garrett County Sheriff's Office - Introduced himself. He would like to get some feedback to better serve us. He believes that we, as a county have a drug problem. His goal is to rejoin with the state troopers to try to get this problem under control. Informed us that Deputy Ridder is now the head of Narcotic Forces. One of the main questions that he gets is what about marijuana? They can't enforce ordinances of people smoking it on town property, but they can enforce trespassing. He is trying to hire new officers to be able to have 4 officers at a time for each patrol. He is currently trying to getthe commissioners to agree to this. The state has mandated medically assisted treatment after leaving. jail. They are currently trying a pretrial release program. Councilwoman Nye-Paugh mentioned the speeding of vehicles coming off one hill and going up the other.Sheriff Meyers stated that this is something that they can keep an eye on. He stated that he knew previously we had problems with 4 wheelers, is that still a problem?Mayor Reckart stated that minus a select few individuals. there seems to be no issue with 4 wheelers. Since the law has been passed that 4 wheelers are allowed on county roads, a lot of people are beingresponsible. Sheriff Meyers asked about the drug issues in town. If there are any or if anyone has seen anything? There were a few responses that stated hey, maybe you should pay attention to these select locations. Meyers also stated that when you: see something like this, be sure Missi Nesselrodt - KVFD/Resident - would just like to say that at the November meeting, my comment, about the non-profits working together wasn't directed towards anyone. Would just like to apologize for how it was taken Barb McKenney - Coal Bucket Restaurant/Resident - She believes that Old-Fashioned Christmas was a huge success! Everything looked fantastic! The Fire Department's signage was beautiful! She would like to thank Robert for the Light up the park idea, that all the trees int the park looked great. She would like to thank all of the volunteers that helped put everything together.She would also like to remind everyone that the Lions Club takes used hospital equipment that people are no longer using to be able to loan it to those who are in need. She would also like to add that we have had 25 more trees donated for the park for next year! At the Coal Bucket, they have "Super Bowl Squares" or whatever they are called. January 2023 Meeting Minutes Councilman Brady: - On behalf of the Helping Hands Thrift Shop - He would just like to add that from recent sales, the Helping Hands Thrift Shop was able to purchase 83 boxes of lights for the Light Up the Park Project. Sharon Paugh - KVFD- Stated that she understands that there was a misunderstanding from the November meeting, but she would just like to state that as a community, we need to do better at working together. Rita Lambka - Resident - When the weather breaks, the culvertsneed to be cleaned out. Dale Lipscomb - Museum Coordinator - Heat isn'tworkingin the museum, butthe air is certainly on. David Paugh = Resident-There needs to be better communication. Whateveri is posted on Facebook should also be put out into the community. Beccie reassured him that the information is putin the newsletters and posted in the post office, outside of the office, at the school, Coal Bucket, and Library. *Those in attendance with no comments was Becky Reckart, resident. Grants: 1906 Communitylegacy Grant -Sidewalks-BID Packageshave been made and sent out. All received will be read at USDA I Dump truck - When Sam.gov updated our registration, they included the zip code twice. This kicked us out oft the updating process instantly. A1 ticket was submitted to get it fixed, and we are still waiting. There area Community Parks & Playgrounds - County will be paying for the playground, then once the funds are received, Appalachian Regional Commission Grant - We are on the schedule with Germain's to have the HVACi installed. Councilmember Nye-Paugh asked if we had to get bids on this project? No, it is under $30,000.00. Mountain Maryland Mini Grant = Park-V Working on sign designs with Melissa Nash & poster wording. the next town council meeting. lot of municipalities that are experiencing the same issue. we will be reimbursing them. Old Business: Juanita James & Cory Stieringer - Both gift cards were sent to the individuals. Youth League Basketball - They have signups planned for this Friday at 5PM. issomething the county would be willing to help pay. Beccie will be checking on this. Third Stréet Drainage - Waiting for the new drain. Wrong drain was ordered. Beccie agreed to call Johnny to see Busted Pipe @ School over Christmas Break $869.56 from Germain's. Councilmember Nye-Paugh asked ifthis what the progress is. Website - Currently being updated. New Business: Election Judges - Mayor Reckart would like to nominate Carole Matthews, Kathy Elliott, & Barb Coleman, with Dale Lipscomb as a backup in case one of them can'tmake it. Councilmember Nye-Paugh motions to accept the election judges. Councilmember Hechmer seconds the motion. 3-0. Motion Carried. Deadline to Register: PACE Meeting Report- Mayor Reckart was able to attend PACE again this year. The projects that were presented Kitzmiller School Building: Stairlift, Replacement of the Gym Floors, Proper Security Measures for the safety of Kitzmiller Visitor's Center: Appearance of the building, outside & replacement of the steps leading to the Kitzmiller's Botanical Garden: Update the restrooms, replace the pavilion roof, & trail improvements. Economic Revitalization Study: This plan incorporates the idea of utilizing the state parks around us. We have an entire block that we could use to our advantage for tourists to be spending their down time in the town. Councilmember Hechmer motions to accept the quote to get the stairlift replaced. Motion failed to obtain a second. Motion does not carry. Councilmember Nye-Paugh motions to table the stairlift discussion. Councilmember Brady seconds the motion. 2-1. Motion Carries.
