City of Mexico Beach Meeting Minutes TUESDAY SEPTEMBER 10, 2024-9:00AM The City of Mexico Beach City Council met in a regular meeting on Tuesday September 10, 2024, at 9:00 am at the Public Works Building in Mexico Beach. Mayor Wolff and the following Councilmembers were present: Linda Hamilton, Jerry Smith, Jason Adams and" Tim Linderman. Also present were Interim City Administrator, Mell Smigielski, City Clerk, Tammy Brunson and City Attorney Tim Sloan. I. II. Call to order: Mayor Wolff called the meeting to order at 9:00 am. Consent Agenda: Meeting minutes from the. July 30, 2024 Special Meeting and the August 26, 2024 Budget Workshop were approved unanimously. IV. Regular Business: 1. Schedule Appearance - Tonia Nation with AVCON addressed Council and the public about the progress with the stormwater project. She asked for approval to host a Stormwater Workshop on October 15th at 6 pm to get feedback from the public before moving on to the next phase of the project. All agreed on the date. 2. Salt Creek Phase II parking lot was brought to the table. Before starting the City Clerk swore in the following possible participants in the hearing: Allara Mills-Gutcher, Chris Shortt, Rock Kries and Rusty Wright. Chris Shortt with Dewberry passed out a timeline for the application process and noted there were no request for changes at the. January 2024 meeting. He also noted ADA parking, and a sidewalk was added as requested. Open public comment at 9:26 am - Rock Kries stated the lot was supposed to be closer the Phase lla and what are the consequences if permanent loti is not done in 3 years. Lisa Logan talked about the influx of people and asked that council look at these types of developments to make sure they fiti into our town. Lanie Bruner said there is too much traffic now and expressed concern on residents being notified. Closed public comment at 9:35 am. Council comments included public concerns, maintenance, how long temporary isg going to be, permanent solutions, current traffic conditions, and that no changes were requested when brought before council in. January. Mrs. Hamilton made a motion to deny the temporary gravel parking lot and pedestrian pathway. No second was made. Mr. Adams motion, and Mr. Linderman seconded to approve the temporary parking lot and pedestrian path with the following conditions. An acceptable easement for the concrete ADA parking spots. St. Joe Company works towards a permanent solution in the next 36 months. Increasing the sidewalk to 6f ft wide. Motion passed with a 4to 1 vote. No vote was Mrs. 3. Ordinance 845 - Budget Amendments FY23-24 Water and Sewer Fund (First Reading) was brought to the table. Mr. Linderman motioned, and Mrs. Hamilton seconded to read Ordinance 845 by title only. Motion passed unanimously. City of Mexico Beach Meeting Minutes TUESDAY: SEPTEMBER 10, 2024-9:00AM IV. Regular Business - Continued 5. Finance Director was brought to the table. Mayor Wolff explained they would like to move: forward with the top! 5 candidates that were chosen by Council members but are going to focus on filling the City Administrator position first. Mr. Smigielski explained the need for al Finance Director and what their Citizen Comments: Jerry Wallace asked about overgrown lots and what could be done. John Harrell gave a shout out the Sheriff's Department for their quick action to the truck on 15t Street. Rock Kries said the playground at Parker Park is in a good place by the amphitheater. He also saifi it was nice to see council working together and the know what they are doing. Steve Cox commended council for their hard work and said there is a parking problem that needs to be addresses. Gary Cox commented on the sign in UTP Park Mayor Wolff talked about the boat ramp expansion and adding one new lane and using additional funding for repairs. He suggested that putting a round-a-bout at the pavilions for drop off and pickup might help Mrs. Hamilton gave an update on the food truck at 27th St. She expressed concern about the safety oft the house on Georgia. Mr. Linderman asked for a presentation on water quality to assure citizens. Mr. Adams City Administrator- - Mr. Smigielski said City Administrator interviews are scheduled for September 16th. He asked if anyone had any changes they would like made to the Peddlers Ordinance. He said he has a request from a developer that would like to address council about funding the pier replacement if they could put responsibilities will be. Mr. Smith returned to the meeting at 10:35 am. V. restricting golf cart usage. He would like it taken down. VI. Mayor Comments: with traffic on Canal Pkwy. VII. Mayor Wolff and thet following Councilmembers were present: Linda Hamilton, Jerry Smith, Jason Adams and Tim Linderman. Also present were Interim City Administrator, Mel Smigielski and Deputy City Clerk, Juli Danaher. Call to order: Mayor Wolff called the meeting to order at 1:00 pm. II. Regular Agenda: Mayor Wolff explained the process for the interviews was to have each council member ask a series of questions and then have the interviewee ask questions of Council. The interview with Questions asked of Mr. McNaul included budgeting experience, experience working with FEMA and grants, management style, previous job experience, Hardee County position, citizen and employee engagement, social media and infrastructure and development. Mr. McNaul asked council what they saw as the biggest challenge for the City Administrator. Answers were a small city in need of work, multitasking, rapid development, unify and unite the city, and employees, long term stability, long term planning and infrastructure. The mayor thanked Mr. McNaul for his time. Meeting was paused at 1:40 pm Meeting was called to order at 2:001 for the interview with Chris Truitt. Questions asked of Mr. Truitt included vision for the city, management style, FEMA and grant experience, longevity, communication with citizens and staff, development experience, stormwater and infrastructure, budgeting and education. The mayor thanked Mr. Truitt for his time and invited him to the Public Works Building to meet citizens. Once Mr. Truitt left, Mayor Wolff talked about making sure we can find someone that wants to stay here. The city needs stability and security, and it will help instill balance with the council. He also talked about some sort of longevity incentive plan. He ended by saying the last interview will be on September. 24that 4pm and a special meeting will be held on September 25th at 9am to discuss the interviews. Also present were Interim City Administrator, Mel Smigielski and City Clerk, Tammy Brunson. Call to order: Mayor Wolff called the meeting to order at 9:01 am. II. Regular Agenda: Mayor Wolff explained the hiring process step by step. He asked for each councilmember to give their choice and the reason behind it. Mayor Wollf said he would choose Chris Truitt because he felt he had all the elements needed to do the job. Mrs. Hamilton chose Chris Truitt because he meets the qualifications through experience, feels he will be a good fit for as small city, she liked how he handled the corruption at his current job and his personality. Mr. Linderman chose Chris Truitt because of his sincerity, his answers fit the community and experience. He feels Chris is the guy for the job. Mr. Adams chose Chris Truitt as well. Hei thought hei interviewed well and feels his personality will fit the town. Mr. Smith Chose Chris Truitt because of his interview, resume and asked the girls in the office who will work for him what their thoughts were. Mr. Linderman motioned, and Mrs. Hamilton seconded to offer the City Administrator Discussion moved to contract, salary and benefits. Different ideas for the starting salary ranged from $102,000.00 to $115,000.00, an allowance for moving expenses and a car and/or a housing allowance for living in the city! limits. Mr. Linderman motioned, and Mr. Adams seconded to allow Mayor Wolff to negotiate with Mr. Truitt as salary of $110,000.00, with the option to increase to $115,000.00, if necessary, al housing allowance up to $500.00 per month, a city vehicle not to take home and $6,000.00 in moving expenses. position to Chris Truitt. The City Attorney suggested changes which were presented during the last Council meeting. After receiving feedback from the Council, the Administrator determined that the general consensus was to disallow soliciting rather than providing a system by which peddlers could be permitted or licensed to do business. ORDINANCE NO. 848 AN ORDINANCE OFT THE CITY OF MEXICO BEACH, FLORIDA, PROHIBITING ALL DOOR-TO- DOORS SOLICITING AND PEDDLING ACTIVITIES, INCLUDING THE SETTING OF FUTURE APPOINTMENTS; PROVIDING EXEMPTIONS FOR SCHOOL GROUPS, CIVIC GROUPS, AND POLITICALACTIVITIES: PROVIDING FOR ENFORCEMENT AND PENALTIES; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Council of Mexico Beach finds that door-to-door soliciting and peddling can disturb the peace, infringe on residents' privacy, and pose a risk to WHEREAS, the City of Mexico Beach desires to regulate door-to-door soliciting and NOW, THEREFORE, BEI ITC ORDAINED BYTHE CITY COUNCIL OF THE CITY OF MEXICO community safety; and peddling to protect the well-being and security of its residents; BEACH, FLORIDA, AS FOLLOWS: Section 1. Section 3. Definitions For the purposes of this ordinance, the following definitions shall apply: 1. Soliciting or Peddling: The act of going from door to door fori the purpose of selling, offering to sell, or taking orders for goods, wares, merchandise, or services, or seeking to establish future appointments for such activities. 2. Civic Group: An organized group such as the Boy Scouts, Girl Scouts, or other groups focused on communtymprovement. education, or charitable purposes. 3. Political. Activity: Campaigning, distributing information, or canvassing on behalf of apolitical party, candidate, or cause. Section 4. Prohibition on Door-to-Door Solicitation and Peddling Itshall be unlawful for anyi individual or entity to engage in door-to-door soliciting or peddling within the City of Mexico Beach, including setting or scheduling any future appointments for these activities. Section 5. Exemptions The following groups are exempt from the prohibition set forth in Section 4: 1. School Groups: Activities conducted by students or representatives. of educational institutions, provided that the activities are for the purpose of school fundraising or 2. Civic Groups: Activities conducted by established civic groups such as the Boy Scouts, Girl Scouts, and other similar community-onented organizations. 3.
