GENERAL BUSINESS  3.1 Draft General Plan Land Use Plan/Circulation Roadway Network Map -  City Council Study Session  City Council - CC - Special Meeting - Minutes - July 18, 2023    Community Development Director Bassi presented the staff report. Margaret and Garrett Solis provided public comments.  Moved by Bridgette Moore; seconded by Carlos Marquez to Approve the use of the proposed draft General Plan Land Use Plan and draft Circulation Roadway 1. Change the land use designation from MDR to LDR for 2 properties (APN: 2. Keep the existing land use designations of EDR and VLDR for the 9 properties on Rancho Mirlo Road south of Clinton Keith Rd.  Network Map with the following changes: 380-530-014 & 380-530-012); and  AND  Direct the Planning Department to move forward with the preparation of the General Plan goals and policies evaluation of the potential impacts for the  General Plan Program Environmental Impact Report (EIR).
