ALLIOORDPRAOILCALA The meeting was called to order at 10:00AM. Commissioners Present: Commissioners Goicoechea, Fisher, Filippini, Kelley, and Teague. Staff Present: Brandon Pangman, Corri Jimenez, and Monica Beachell. Members of the Public Present: Tim Beals (in person), Carmel Crane (Teams), and Georgie Bisval (Teams). 2. PUBLIC COMMENT OPPORTUNITY None. Page 1 of4 6. WORKSHOPS 6.1. Sierra County General Plan and Land Use Development Code Past, Present, & Future. Planning Director Brandon Pangman explained that staffi is preparing to update the General Plan. To ensure a common understanding oft the zoning and the historical context of the current General Plan, Director Pangman organized a workshop with participation from former Planning Director Tim Beals. Director Pangman gave a broad overview of general plan, zoning code, and Land Use Development Code (LDC), which is composed primarily of the zoning code, but also subdivision ordinances and Former Planning Director Tim Beals provided thel historical context oft the current General Plan, which sets the tone for the entire county and its land use. The first full Sierra County General Plan from 1973 was modeled on Glenn County, with some minor changes. A rural renaissance occurred in the early 1990s, due to grant funding availability. During this period, the Board of Supervisors supported a General Plan update (1996) with budgeting and their confidence in the Planning Commission to develop policies. It was a very productive experience, with abundant community involvement from all parts of the county. The main themes that the community addressed were maintaining and Itwas revised again in 2012, and the Board of Supervisors expressed that they were very happy with the fundamental rules and policies which, in a nutshell, steer future growth and development towards the existing community. The goal was to continue recognizing these community cores and the influence areas around the existing communities as designated to encourage growth and development, Discussion ensued regarding the historical processes, and both Planning staff and Commissioners procedural items. preserving the culture, heritage, and rural character of Sierra County. and to discourage growth and development outside those areas. thanked Former Director Beals for providing the context on the General Plan. 7. PUBLICI HEARINGS None. 8. BUSINESS. REQURINGACTION OR DISCUSSION 8.1. Extension ofa Conditional Use Permit for Planning File 1715 Sierra Streamside Cabins (formerly Camp Yuba). Planner Corri Jimenez summarized that the applicant requested an extension on fulfilling the Conditions of Approval for their Site Plan Review and Conditional Use Permit. Planning Staff recommended that the Planning Commission extend the time for fulfilling the Conditions of Applicant Carmel Crane thanked the Commission for their consideration to extend the timeframe, sO they could continue to work on the project. Motion to approve: Filippini/Kelley. Vote: 5/0 Approval until May 11,2026. Page 2 of4 8.2. Extension ofa Conditional Use Permit for Planning File 1711 Constellation Creek. Planner Corri Jimenez summarized that the applicant requested an extension on fulfilling the Conditions of Approval for their Conditional Use Permit. Planning Staffrecommended that the Planning Commission extend the time for fulfilling the Conditions of Approval until July Commissioner Teague made a correction to the address, which Ms. Jimenez said that she would correct the townsite to Sierraville (vs. Sierra City) in the staff report. Applicant Georgie Bisval explained why the project was taking longer than expected due to the water issues, and the time constraints to install a new well. She thanked the Planning 14, 2026. Commission for considering the extension request. Motion to approve: Kelley/Teague. Vote: 5/0 8.3. Extension ofo an Approved Zone Variance for Planning File 1694 Wang. Planning Director Brandon Pangman summarized the project, which was a wellhouse without a permit constructed within the property setbacks. Unfortunately, even though the applicant requested an extension, the entitlement had already expired as specific conditions ofa approval Motion to acknowledge that the project was already expired: Filippini/Teague. Vote: 5/0 had not been completed within the given timeframe. 8.4. Seventh Cycle Housing Element Update. Director Pangman informed the Planning Commission that the Housing Element was submitted tot the California Department of Housing & Development (HCD) for review. Once received, HCD has up to 90 days to provide comments and suggested revisions. After receiving these comments from HCD, Planning staff will introduce the document to the Planning Commission. Commissioner Teague stated that he has read the draft Housing Element and did not want to enter a formal discussion. Ultimately growth and building is up to developers [and not the planning commission or local move forward reviewing the plan: terminology (ADU,junior. ADU, etc.) government). 9. FURTHER BUSINESS Director Pangman provided an overview of grant funding pertaining to: LEAP, REAP, forest thinning initiatives, and electric vehicle charging stations. Page 3 of4 10. PLANNING COMMISSIONERS REPORTS Commissioner Teague mentioned that he has noticed there is 5G: service in Sierraville and Downieville with Verizon.
