CITY COUNCIL MEETING Tuesday, October 15,2024 Regular Meeting 6:00F PM City Hall - City Council Chambers 425 Webster Street, Colusa, CA 95932 MINUTES CALL TO ORDER- Mayor Vaca called the meeting to order at 6:00 pm. ROLL CALL - Council Members Markss, Ponciano, Conrado, Codorniz and Mayor Vaca were present. PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA -There was council consensus on the agenda approval. PUBLIC COMMENTS - Susan Gibbs reported on upcoming community events. Janice Bell said Colusal Indian Community is seeking volunteers for Safer Streets and input from the city. Don Bransford discussed signage fort truckers and the speed on Market Street. PRESENTATION Wildfire Mitigation-Presenters: Eduardo Blancas-Alcantara, Program Coordinator, Colusa RCD and Steve Geiger, Principal Planner, County Community Development Department CONSENT CALENDAR Alli items listedo ont the Consent Calendar: are considered by the Council to be routine in nature and will be enacted by one motion unless an audience member or Council member requests otherwise, inv whicho case, the item will be removedi for separate consideration. 1. Receive and File Code Enforcement September report 2. Receive and File Treasurer's July and August reports 3. Adopt Resolution authorizing submittal ofi individual grant applications and related authorizations for all grant programs 4. Adopt Resolution approving the Master Tree List 5. Adopt Resolution approving a policy on the use of rubberized asphalt concrete (RAC) for ACTION: Motion by Council Member Ponciano, seconded by Council Member Conrado to road construction approve the consent items. Motion passed unanimously. COUNCIL MEMBER ICITY MANAGER REPORTS AND STAFF COMMENTS City Council Members reported on meetings/events and citizen calls on the road project. City Attorney Jones will report back on the League of California Cities conference. City Manager Cain provided an update on current projects. Police Chief Fitch provided updates on the Police Department Fire Chief Conley provided updates on the Fire Department City Planner Tomey provided updates on the Planning Department. City Engineer Swartz provided updates on projects. Finance Director Aziz-Khan provided updates ini the Finance Department. City Treasurer Kelley no report PUBLIC HEARINGS Sunrise Landing 6. Consideration ofal Resolution reducing the impact fees by $2,000 per lot on Phase 3 of Public Hearing opened at 6:27 pm Ed Hulbert, CIP spoke about FEMA issues. Kristin Amsden expressed her opposition on thei impact fee reduction. Margaret Roa expressed her opposition on thei impact fee reduction. Devin Kelley stated staff reports should indicate what thel loss would be. Don Bransford expressed concerns about city policy exceptions and his opposition to the Don Dormer commented on the FEMA ruling and discussed deferred fees. Janice Bell commented on FEMA mapping and lack of communication with the public. impact fee reduction. Public Hearing closed at 6:46 pm ACTION: Council consensus was to take_ no action. 7. Consideration of al Resolution on a request for at temporary reduction of City of Colusa Development Impact Fees applied toward qualifying properties within the City's R-1,R-2, and R-3 Zoning Districts. Public Hearing opened at 6:54 pm Kristin Amsden addressed incentives ofi infill. Margaret Roa recommended reducing the percentage. Don Bransford asked what the city would be giving up by allowing the 50%. Devin Kelley recommended additional research, more information, and numbers on previous reductions. Public Hearing closed at 7:00 pm ACTION: Motion by Council Member Conrado, seconded by Council Member Ponciano to adopt al Resolution approving an interim and standardized reduction of development impact fees not toi include Police and Fire int the reduction of fees, applicable toward qualifying residential lots. Motion failed 2-3 byt the following roll-call vote: AYES: Conrado and Ponciano. NOES: Markss, Codorniz and' Vaca. COUNCIL CONSIDERATION Council Compensation 8. Motion passed 5-0 by the following roll-call vote: AYES: Markss, Ponciano, Conrado, Codorniz and Vaca. NOES: None. Motion by Mayor' Vaca, seconded by Council Member Ponciano to introduce and read by title only Ordinance 566- An Ordinance of the City Council of the City of Colusa, California amending Colusa Municipal Code Section 2-2 regarding City Council compensation. Motion passed 5-0 by the following roll-call vote: AYES: Markss, Ponciano, Conrado, Codorniz and' Vaca. NOES: None. 9. Consideration oft the amendments to the Animal Control Ordinance Courtney Elliott from Animal Control answered questions. Pam DeGrossa pointed out clarfcations-conmections for the Ordinance. Devin Kelley inquired about mandatory appearance on a misdemeanor. ACTION: Motion by Council Member Conrado seconded by Council Member Markss to introduce and read by title only Ordinance 423 repealing and readopting Chapter 4 of the Municipal Code pertaining to animals with corrections discussed. And, Council to adopt the Resolution amending Ordinance 423 Animal Control. Motion passed 5-0 by the following roll-call vote: NOES: None. DISCUSSIONITEMS AYES: Markss, Ponciano, Conrado, Codorniz and' Vaca. There was discussion about the possibility ofa a roundabout on Sioc and Fremont Streets. City Manager Cain said there would be a workshop on Monday for "Safer Streets for All" at City Mushroom Plant update - Mayor' Vaca and Council Member Codorniz met with the owners who told them they were downt to one detention pond. They purchased a second aerator for the pond to cut down on the smell. Ed Hulbert, CIP believes the smell is fromi the steam. Code Enforcement Officer Soto explained his inspection of the property.
