Reule, Jr., Richard Stephens; Alternates Sandra Burke, and Karen Izzo Others Present: Clerk Cheryl Bennett, Interim Planning/Zoning Administrator Vagn Hansen 1. present. 2. Pledge, Invocation, and Determination of Quorum Chair Michael Kenary led the pledge, and Adam Peter gave the invocation. Aq quorum was Public Comments Council Member Como thanked the clerk for her hard work over the years and expressed appreciation to Council Member Bledsoe and Mayor Fuller for putting together the reception prior to this meeting tol honor the retiring clerk. 3. Additions, Deletions and. Adoption of Agenda Richard Stephens motioned to adopt the agenda; Sherry Killion seconded the motion. The motion passed unanimously. 4. Approval of February 27, 2023 meeting minutes Adam Peter motioned to approve the February 27, 2023 minutes; William H. Reule, Jr. seconded the motion. The motion passed unanimously. 5. Council Member In Mayor Pro Tem Boyce reported at the last council meeting they approved the rezoning unanimously of Siler Church. Since no attorney was present for legal advice, Council did not make a decision on the Moser property. 6. Old Business - Discussion of conservation subdivision design standards Interim Planner Hansen provided al handout with three examples oflot size reduction standards previously discussed. The first example shows the result ofal lot size reduction of1 1,000 square feet (going from 30,000 to 20,000 square feet) in exchange for 1% of additional land area dedicated for conservation purposes for each 1,000 square feet in lot area reduction. The second example showed the result of allowing 500 square feet of1 lot area reduction per 1,000 square feet Page 8 Book 24 2023.03.27 PB meeting minutes ofadditional conservation land being dedicated with the goal ofreaching the maximum reduction to 20,000 square feet. The third example demonstrates the result of allowing 1,000 square feet in lot area reduction per 1,000 square feet ofa additional conservation land being dedicated with the goal ofreaching the maximum reduction to 20,000 square feet. Using the examples results in the conservation of20, 32 and 40 acres in examples 1,2 2 and 3 respectively. The use ofa! proportional square footage reduction of2 2:1 in example 21 for lot reduction to a minimum of20,000 square feet results in the conservation of 24, 38 and 48 acres, respectively for the tree examples, while the minimum lot size is either limited to 24,000 square feet or around 56-58% of the total number oflots are: reduced in size to 20,000 square feet. In the third example, the same amount of1 land is conserved at a 1:1 dedication for lot reduction, but all lots are able tol be reduced to 20,000 square feet. It was noted that the standard in Wesley Chapel is one house per acre. Conversation was held on whether we want to have smaller lots to William H. Reule, Jr. noted atl Hemby and Providence Roads in Weddington they have lots as small as 12,000 square feet, there is conservation area but that may not be perceived. Another subdivision in Weddington behind the Fire Department was done better, and the conservation area is around the homes. Interim Planner Hansen noted each parcel varies but the best place to build houses might be counterproductive to require houses be surrounded by conservation land. He noted we would require the first hundred feet oft the road would be forested or planted. Currently up to 30% oft the lots can be down to 20,000 square feet, and the rest can be 30,000 square feet. With forestry plans, they have tol harvest every 20 years, and they are wiped clean. For the tree save areas we would require planting. The Board felt 30,000 square feet lots would be more likely to have more! landscaping. Ity was noted that Lawson has smaller lots, but many residents are: moving out to Champion Forest for the larger lots. Lots of 20,000 square feet would be more likely to have front loading garages. The yield number ofl lots is figured by Planning Board consensus was to back off the smaller lots, if there is a simultaneous desire to increase conservation lands, we could stay with 30,000 square feet lots, and delete the 20,000 accommodate conservation areas. Setbacks will stay the same. computing the number of by-right lots (R-40). square feet lots, and increase the percentage of conservation land required. The Planner will bring back new proposed text next month. 7. Other Business - Land Cover Report The urban forester provided a summary ofland cover analysis, and the County will re-do the report on ai regular basis. The focus is on tree cover.
