Mayor Pro Tem Boyce gave the invocation. 2. Public Comments Time Stamp 2:01 Jim Hill, 2314 Wesley Landing Road, spoke regarding the roads in the Courtyards subdivision, saying he did not think they met the current DOT standards as one area needs to be redone. He also spoke oft the stormwater infrastructure in the development; back on April 11,2022 the developer and HOA president were at a Council meeting, and at that point the town retained $87,000 in bonds. AJuly email from Ken Kardos said they would be done by October 2022. Mr. Hill said the deficiencies have not been fixed nor required inspections done. He added that he thought at least one of the sand filters do not work correctly. 3. Additions, Deletions and Adoption of Agenda Time Stamp 5:06 Item 5.e. was pulled off consent agenda to be discussed separately. Approve Res. 2023-01 to turn over roads in Courtyards tol DOT Time Stamp 6:11 Jim Hill said there is a hump in the road, back ini the spring Open Fiber had damaged several portions oft the road, and it needs to be fixed. DOT had requested this resolution from the Village. Council Member Bledsoe motioned to approve Resolution 2023-01, incorporated herein, to turn over the roads in Courtyards to DOT maintenance. Deputy Report Time Stamp 10:31 Deputy Wicker reported on the number of each type of crime for each month from November to March. Council asked ifl he had heard of any updates on a new County noise ordinance; he had not. They also asked for breakdowns by location oft the most serious crashes. He noted burglaries are mostly car break ins. Council is interested in what are the most problematic areas. 6. Planning Board Report Time Stamp 21:49 Interim Planner Hansen reported that Planning Board discussed conservation subdivision standards and were in consensus. 7. Bjorn Hansen - Critical Intersection Program Update and Letter in support OfRAISE Mr. Hansen reported they are having a follow up to the process four years ago where priority intersections were identified. He shared a link to solicit input on priorities during the public input period of April 61 through May 5. Ten oft the fifteen intersections identified in the 2019 process have been funded or already improved. Staff] has identified three intersections in Wesley Chapel for evaluation: Cuthbertson and New Town; Lester Davis and New Town; and Waxhaw- Indian Trail and Billy Howey. They expect the process to be completed by September, and then submit a subset in October to CRTPO for design and cost estimation planning grants. Intersection projects are an annual priority, with a five year cycle; road widening projects are a much longer cycle. The scoring matrix has changed; they added multi-modal and constructability considerations. Existing projects in Wesley Chapel include the Potter and Wesley Chapel roundabout (2024 or 2025), Potter and NC 84 (summer 2026) and New Town and Cuthbertson (add a turn lane). Another potential intersection is Chambwood and Potter. Roughly the top third oft the identified intersections will move forward. There is ai matching process of 20%; the County is going with $40,000 per intersection this time. The local match grants for CRTPO Time Stamp 23:33 will be split between the municipalities and County. Council thanked Mr. Hansen for his time. Finance Officer's Report Time Stamp 42:20 Finance Officer Bennett reported she recommended all checks have two signatures moving Mayor Fuller noted there is al May 2023 session where Council members can complete the required Ethics training; one Council member has not completed their ethics training which was forward. There were no unusual items on the March reports. required to be done by one year after their election. 9. Park and Rec Report: Time. stamp 45:17 a. Girl Scout Silver Award Project presented by Hailey Lemonis b. Appoint Chair Pat Utley Recommendation on Community Garden d. Recommendation to re-bid landscape services combined with pond services contract Mayor Fuller appointed Pat Utley as the Park and Rec Chair. Hailey Lemonis presented her Silver Award project to re-do the trail signs and add a couple for a total oft ten signs. Park and Rec had recommended approval oft the project. The signs will be 18 x 24 inch Omega bond signs (painted aluminum bonded to aj polyethylene core which is durable and moisture resistant). They will be affixed to 4x4 posts in the ground; she will fundraise and offer sign sponsorships for donors. Each sign costs approximately $100, and she will ask Lowes and Home Depot for donations ofwood posts and cement. Old signs will be removed. She showed a sample ofas sign with a QR code. She expects to complete the project by year end. Council Member Como motioned to approve the project; Mayor Pro Tem Boyce seconded the motion. The motion passed unanimously. Pat Utley reported the Weddington Garden Club would like toj partner with the Village on a community garden; they would do plantings, al hold programs such as teaching garden skill, child education, etc. Council Member Bailey suggested they contact Debby Dillon regarding master gardener program resources. John Lepke said if we approve the Scout program for six additional garden beds, Southbrook has aj program and offered to deliver the produce to needy persons or shelters. Council members asked Park and Rec to reach out to other towns on their community garden programs. Mayor Pro Tem Boyce motioned to ask Park and Rec to move forward with communication with Marvin and other towns and the garden club. Last month Council had requested aj policy on community gardens. Council Member Bailey seconded the motion. The motion passed unanimously. Page 38 Book 26 2023.04.10 Council meeting minutes Park and Rec recommended we re-bid the landscape and pond services. It was clarified that we do need tol bid the work according to our purchasing policy, and for transparency to the citizens that the best use of taxpayer funds is being used. We originally had separate contracts for landscape and for pond services and combined the work last time. There were questions on how many companies offer both services, and whether this will limit competition. Council Member Como motioned to rebid both landscape and pond services. Mayor Pro Tem Boyce seconded the motion. John Lepke felt one positive was that the landscaper is there every week, and we can bring things to their attention regarding the ponds. An addendum will be added to the RFP that bare spots will be re-seeded as necessary The motion passed unanimously. 10. Discussion of Water Fountain Installation Time Stamp 1:12:41 Mayor Fuller reported she met with staffa and the water fountain can be installed, but at a significant cost. County tap fees are $12,500, and plumber fees could be between $10,000 and $43,200. The water fountain has a dog bowl near the ground, SO a good location would be by the dog park. Council Member Como motioned to wait. Council discussed the situation, and their consensus was to wait on the installation. The motion was retracted. 11. Public hearing for RZ: 2023-01: Rezoning oft the property located at 1418 Bloomsberry Lane (Union County Parcel #06078028A) from R-401 to RA-40 and consideration of decision Time Stamp 1:19:00 Mayor Fuller opened the public hearing. Interim Planner Hansen noted the owners Nathalie and Daniel Carrizosa made this zoning map amendment request for approximately 7.86 acres to be rezoned from R-40 to RA-40. The property is on a narrow rural farm road that serves fewer than 10j parcels. It is not expected to generate a significant amount ofadditional traffic. The rear property lines falls along a small tributary to Twelve Mile Creek and includes a small area of 1% flood hazard area. Based on current zoning, the most likely alternative use would be its subdivision into upi to three residential parcels, dependent primarily on the capacity ofthes soil to accommodate onsite wastewater systems. The proposed rezoning is consistent with the Future Land Use Map in the Comprehensive Plan, which designates the parcel as "Village Residential". Planning Board reviewed the map amendment at the January meeting and unanimously Nathalie Carrizosa noted there are more than 145 different species, many with medicinal properties. She would like to teach kids why we should take care of the environment and have recommended approval oft the amendment. some horses on site. The public hearing was closed. Council Member Bledsoe motioned to approve RZ 2023-01 from R-40 to RA-40, it is consistent with the Comprehensive Plan designation ofVillage Residential; also, itis consistent with Strategy B under Guiding Principle 4 (Respecting the Natural Environment), which encourages the Village to work with property owners and conservation organizations to preserve and protect Page 39 Book 26 2023.04.10 Council meeting minutes agricultural and natural lands; and a good thing for the public, and reasonable. Western Union Municipal Alliance Update Time Stamp 1:33:15 Mayor Fuller reported they met in Stallings, and Indian Trail and Waxhaw will be joining WUMA. Weddington is not pursuing ETJ now. County Manager Matthews said there was no decision yet on water/sewer, and the county is looking at ai re-valuation of property ini two years. 15. 25th Anniversary of Village Incorporation Update Time Stamp 1:34:51 Council Member Bledsoe reported there were 25 art pieces from New Town Elementary students for Council to judge. The Mayor will recognize the winners, and ribbons will be ordered. Twenty-five dogwood trees willl bej planted at the end of April by the non-profit organization Wake the Forest. She plans tol have plaques where citizens can pay $100 to sponsor a tree, and any funds left over will go back to the non-profit. 16. Council Comments Time Stamp 1:44:07 Council Member Como noted he encouraged Park and Rec members to come to the budget meeting and commented that they do not like how we do not spend money. Mayor Pro Tem Boyce noted we. have al huge cloud over our head regarding the dam. Council Member Bailey thanked Cheryl for her work and wished her the best in retirement.
