VILLAGE OF WESLEY CHAPEL PLANNING BOARD MINUTES 6490 Weddington Road, Wesley Chapel, NC: 28104 Monday, April 24, 2023 at7 p.m. Meeting Minutes Present: Michael Kenary, Sherry Killion, William Reule, Jr., Karen Izzo (Alt), and Sandra Burke (Alt). Absent: Members Richard Stephens and Adam Paul, and Village Attorney George Sistrunk Staff: Kathy Queen, Finance/Clerk; Vagn Hansen, Interim Planning and Zoning Coordinator 1. Invocation Planning Board members convened to hold their regular Planning Board meeting on April 24, 2023 at 7:00 p.m. Chair Kenary called the meeting to order at 7:02 p.m. Aquorum was present. 2.Public Comments There were none. -ACditions/Deletions There were none. 4. Minutes Approval Motions, first and second, were made respectively by Board Members Killion and Burke to approve the March 27, 2023 Planning Board Meeting and passed unanimously. 5.Council Member In Council Member Lori Bailey presented to the Planning Board relevant updates from the previous Council Meeting to the Board. She also reminded Board Members to complete the Critical Intersection Survey as part oft the initiative to enhance vehicle safety as requested by Bjorn Hanson at the April 10, 2023 meeting. 6.Old Business - Conservation Subdivision Design Standards Modifications Vagn Hanson, Interim Planning and Zoning Administrator, reviewed with the Planning Board the modifications suggested for the Conservation Subdivision Design Standards that have been considered over the past few months. The Planning Board was in agreement with the final draft of recommendations proposed by Mr. Ina addition, Planning Board Members requested for the subdivision modifications to include language requiring the placement of "conservation subdivision" signage within the subdivision, standard language for these signs, andi foreachhome/occupant within the conseratonsubdNsions to receive an annual conservation information Hansen. notice. Agreement to Additions Motions, first and second, were made respectively by Board Members Izzo and Reule, Jr. to include in the subdivision regulations the placement of "conservation subdivision" signage within the subdivision, standard language for signs, and for each home/occupant within the conservation subdivisions to receive an annual conservation information notice and was unanimously approved. Sherry to approve of the consistency, findings as read into the record by Board Member Reule. Consistency Findings: The Planning Board finds that the proposed amendments are supported by under Guiding Principal 1-C, Ensuring Compatible Residential Development, which states that a goal of the Plan is to "Promote the use of conservation-based design principles that create neighborhoods that blend with the Village's desired rural character." The proposed amendment is also consistent with Guiding Principal 4-A (Respecting the National Environment), which states thato a goal of the plan is to "Consider the use ofregulatonyincentives, excluding density bonuses, to promote the use of conservation-Dased design principles that lead to outcomes that exceed the Village's minimum environmental designrequirements" 7.Other Business There was no other business. 8.Adjourn Motions, first and second, were made respectively by Board Members Izzo and Killion to adjourn the meeting at 7:29 p.m. and passed unanimously.
