VILLAGE OF WESLEY CHAPEL PLANNING BOARD MINUTES 6490 Weddington Road, Wesley Chapel, NC 28104 Monday, June 26, 2023at7 7 p.m. Meeting Minutes Present: Members Sherry Killion, Adam Peter, William Reule, Jr., and Richard Stephens, ASM Sandra E. Burke Staff: Vagn Hansen, Interim Planning and Zoning Coordinatorand. Amy Mumpower, Administrative Assistant Note: ASMi is an Alternate. Seated as al Member during the meeting inj place of an absent member or vacant: seat. The meeting was called to order at 7:00 p.m. with Sherry Killion presiding. A quorum was present. Ms. Killion and Alternate Karen Izzo Absent: Chair Michael Kenary and' Village Clerk Kathy Queen 1.1 Invocation led the Pledge of Allegiance, and Mr. Peter gave thei invocation. 2. Public Comments There were none. 3.Additions, Deletions and Adoption of Agenda agenda and passed unanimously. 4.Minutes Approval Motions, first and second, were made respectively by Board Members Stephens and Reule to adopt the meeting Motions, first and: second, were made respectively by Board Members Stephens and Reule to approve the May 22, 2023 Planning Board Meeting Minutes and passed unanimously. 5.F Presentation Urban Forester, Dr. Keith O'Herrin, gave a presentation to the Board about the Urban Forestry Program and its benefits to the community. He advocated, for towns to have a strong Tree-Save ordinance sO that residents can thrive in al healthy ands safe environment. 6.Council Member In Council Member Bailey reported that Dr. O'Herrin's presentation was timely, and she appreciated his recommendations.: She informed the Board that Council had discussed the proposed ordinance amendments for Conservation Subdivision at their June meeting and had tasked the Planning Board to review their recommendations. In addition, she asked the Board to examine potential uses for the remaining land in the village and to consider how it could be developed. She told Board members she appreciated their work and acknowledged to them that their work is not easy. She also applauded Planner Hansen and reminded the Board that hei is a tremendous resource to everyone. TA-23-001 Conservation Subdivision Amendments Planner Hanson informed Planning Board members that the Village Council, at their meeting in. June, proposed two changes to the text amendments recommended previously by the Planning Board and asked the Planning Board to review those proposed changes. He informed Planning Board members that the Council was in agreement with the other recommendations. Planner Hansen reviewed the first change which suggested providing clarification to ensure dedicated conservation lands are contiguous and not divided by street right-of- ways. The second suggested change made by the Council was to allow a minimum lot reduction of 24,000SF as an incentive for developers to conserve more land. Council proposed a 2:1 scale allowing developers 1 SFofl lot reductions for each additional 2 SF of dedicated conservation land up to the suggested minimum of 24,000SF Afterincorporating Council's suggestions, Motions, first and second, were made respectively by Board Members Reule and Burke to recommend all text changes to the Council for the Subdivision Ordinance and passed per lot. unanimously. b. TA-23-002 for Subdivision Minimum Lot Size Standards: Planner Hansen asked Council Members to consider setting a minimum lot size of three acres for properties within the Village boundary that are not located within subdivisions and who may request to be subdivided. He stated these suggested standards would align with the newly adopted Comprehensive Plan. Planner Hansen noted he would discuss examples of where this might apply at the next meeting. 8.Other Business None 9.Adjourn Motions, first and second, were made respectively by Board Members Peter and Reule to adjourn the meeting at 8:56 p.m. and passed unanimously.
