Pledge, Invocation and Determination of Quorum Pledge of Allegiance, and Mr. Stephens gave the invocation. Chair Kenary called the meeting to order at 7:01PM. A quorum was present. Chair Kenary led the Approval of Meeting Minutes MOTION and second, were made by Ms. Burke and Mr. Reule to approve the June 26, 2023 Motion and second, were made by Mr Stephens and Ms. Burke to approve the July 24, 2023 Planning Board Meeting Minutes and passed unanimously. Planning Board/Council. Joint Meeting Minutes and passed unanimously. Additions, Deletions and Adoption of Agenda The agenda was unopposed. Public Comments None Council Member In - None 1)TA: 2023-002 PRIVATE STREET DESIGN AND CONSTRUCTION: STANDARDS Planner Hansen informed the Planning Board that the Village's standards for private street design and construction arel not consistent with NCDOT design standards. The Village's standards require wider pavement widths and cul-de-saci radii, creating additional stormwater runoff and additional development and maintenance costs. Staff proposed amending the ordinance to better align with Ms. Burke asked if the proposed changes mean cul-de-sacs will be less wide; Planner Hansen affirmed. Mr. Stephens asked about emergency vehicles and trash trucks being able to turn around. Planner Hansen stated they are still wide ènough to do sO and that he has been researching why the ordinances were designed as they were. He has not found any other towns that have the same: standards. He said that subdivisions can still optt tol have widero cul-de-sacradi; however, NCDOT would not typically approve since it would not be to the standard, and they public road design standards. would usually prefer not to maintain anything more thàn required. Chair Kenary asked about minimum state road-width standards; Planner Hansen replied road- widths are 22' on level ground, which is 26' curb to curb, and the cul-de-sac radius is 35. Mr. Stephens asked if NCDOT requirements will supersede anything the Planning Board may decide; Planner Hansèn replied only for the roads they maintain. The motion passed unanimously. 2)TA2023-003 SIDEWALK LOCATION STANDARDS Planner Hansen provided the following background information, as writtenin the Planning Board memo: "With the requirement that street trees be located within a 9-foot-wide planting strip, there are concerns about the approval of new subdivision streets with streét trees and: sidewalks PBI Minutes-8/28/23 Page 2 (both required) due to the increased right-of-way width needed for both, which may exceed the width that NCDOT will approve. As an interim solution to this potential design issue, staff are proposing an amendment to the sidewalk standards in the Subdivision Ordinance to allow them tol be located within a dedicated pedestrian easement behind the dedicated street right-of-way. Over the coming months, staff plans on reviewing street design standards - particularly with regard to planting strips, street trees, and sidewalks to ensure that the Village can effectively require the desired infrastructure in a feasible locâtion and arrangement. Other clarifying Planner Hansèn told Board members that NCDOT right-of-way standards do not accommodate this large of a width for planting strips, and that they will not allow large canopy trees in the right of way. This situation occurred in Courtyards subdivision when they were going through thè process of turning their roads over to the NCDOT. Ninety trees had to be removed of which eighty-seven had to be replanted. He said that although ideally, we want to have large trees and sidewalks, iti is difficult to accommodate due toi the amount of space that is required. The ordinancé proposes to have sidewalks go behind the right of way sO that the larger planting strips can be accommodated. Planner Hansen stated that his proposal is to provide an interim solution. In the Village's Comprehensive Plan, the Future Land Use Map identifièd thatresidents desire to maintain ar rural feel in the Village. The lot size amendment proposes that residential parcels, outside of subdivisions, be divided in to parcéls no less than three acres while requiring a 3001 feet minimum lot width at the front setback ofthel house. Lots accessed froma an internal street will noti fall under this new requirement. The ordinance amendment will also eliminate the provision for "flag" or "panhandle" lots. The larger minimum lot size requirement provides the ability for wastewater disposal, eliminates multiple driveways scenarios along stretches of roadwày, and allows for tree conservation ànd more open space.
