BOROUGH OFF PARRYVILLE BOROUGH COUNCIL MEETING MINUTES September 16, 2019 Meeting was called to order at 7:00 pm by Cathy Hawk, followed by the Pledge of Allegiance. Other members present were: Mayor Kevin Greenzweig, Sharon Hinkle, Solicitor Robert Frycklund, Penni Szoke Council members not present: Patricia' Wentz, Ralph Washburn, Dana Brubaker Public Comment: Gayle Shaffer asked if there was anything the borough could do to force landlords to tell us who is renting their properties. Cathy Hawk noted that any person moving into the borough would be required to fill out a moving permit. Gayle will contact Weissport officials to see how they Public Comment: Mike. Johnson asked about the guy living the trailer. Marty Sowers will be coming down to look at the property. We currently have no way of knowing who the land belongs to. We had thought it belonged to Palmerton, but it actually belongs to the Pohopoco Creek. Kevin has contacted Public Comment: Donny Smith mentioned a car parked on Main Street on ramps. There should be an ordinance that says you cannot work on a vehicle on the main road. Someone has suggested turning the street by the playground into a one-way street - Robert will look into it. (Muffley) HEALTH & SANITATION: No report BUILDING AND LIGHTS AND ROADS: We're going to have a roofing contractor come in on a rainy day ROADS: The fire company flushed out 4 culverts on North Fireline and it's clear under the road. Donny Smith asked about the alley repairs - Sharon Hinkle noted that we are working on applying for PLAYGROUND COMMITTEE: We should have the final bid this week for everything. Once that's in, we can order the equipment and then it would be complete 5-6 weeks after. We got the estimate for the walking path and it did come in under the grant amount. Sharon Hinkle asked Doug Hawk if we already got handicapped signs for the playground. We will need to order 1 handicapped sign. Sharon asked how long Doug and his team would need to get the old equipment removed. Doug is Sharon asked about doing a grand opening when the playground is completed -a approx. early to mid- November. Kevin Greenzweig suggested that we do the grand opening and Christmas party together. Sharon found out that we can put security cameras ont the playground.. Jason said he got a nice set of cameras (4 cameras) from Amazon for less than $200 and will give Sharon the specs. confident that he would be able to get it cleared out within a week. CANAL COMMISSION: No report FIRE & SAFETY: Sharon Hinkle has been talking with the fire company. Our engineer has suggested that we apply to LSA for another grant with the fire company. (LSA is who gave us the grant for the playground) The grant process will take time, but we' re hoping in a couple of years, we could geta whole new fire company (building included) because the foundation oft the building is crumbling. SOLID WASTE COLLECTION REPORT: No report UNFINISHED BUSINESS ACTS 537 Update - Plan submitted to DEP on 3/22/19-Still nothing Carbon County Municipal Waste Management Plan - No update Fallen Tree on Main Street - So far, Matt'sTree Service is the best price. Doug is still waiting on two additional bids. Cathy suggested that we just move forward with the lowest bid once all the bids are in. Motion: Sharon Hinkle made a motion to move forward with the lowest tree removal bid if the funds are available in the budget. Penni Szoke second. All in favor. Motion passed. Dana Brubaker presented 9 late garbage bills for review and is seeking legal service. The service & court fees will be approx: $1,2001 to $1,500 to file but any judgment would include the cost of legal fees. Sharon asked what thet total amount owed. Robert estimated that the borough is owed $8,400. Motion: Sharon Hinkle made a motion to move forward with legal service for the late garbage bills. Penni Szoke second. All int favor. Motion passed. NEW BUSINESS Doug Hawk has asked about getting a borough credit card for purchasing supplies from businesses where we don't have an account. If we were to apply for at traditional (unsecured) credit card, we would need al borough representative to co-sign fori it. Dana Brubaker has asked if we would be open toa secured credit card. A: secured credit card would allow us to put up collateral instead of having a person Sharon asked how much credit we would need. Dougi is thinking we would need $15,000 to secure the equipment rental for the excavating and other special equipment for the road repairs.
