BOROUGH OF SEVEN FIELDS COUNCIL MEETING January 8th,2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Dawn Servello, Council Member Morgan Hardesty, Council Member Jeffrey Smouse, Council Member Lou Borghi, Mayor Dean Galitsis, Manager Thomas B. Smith, Treasurer Elaine Comunale, Engineer John Balewski, and Solicitor Megan Turnbull, Esq. Absent: None Council President Regan-Koch began the meeting with the Pledge of Allegiance. Northern Regional Police Department Chief John Sicilia was in attendance to provide Borough Council and residents in attendance a brief background and overview of the Northern Regional Police Department. He stated that there are 41 Officers, serving five total Boroughs and Townships, at full-time detective bureau, a Special Response Team, 2 K9 Units, a collision reconstruction team, and traffic & commercial vehicle enforcement. Approval of Council Meeting Minutes for December 11_2023 Upon a motion made by Council Vice President Servello to amend Treasurer's section to note Council Member Smouse's reason for abstaining, and a second made by Council President Regan-Koch, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the December 11th, 2023, Council Meeting Minutes as amended. State of the Borough President Regan-Koch reviewed with Borough Council and residents in attendance the 2024 Seven Fields State of the Borough, noting no tax increase for the 14th year, no increase in water rates or monthly service charges since 2020, the Borough retired the Series A Bonds a year early, which saved approximately $20,000 in interest, a 4-year Police Service Agreement with Northern Regional, etc. Ai full copy can be found in the February Newsletter. BOROUGH OF SEVEN FIELDS COUNCIL MEETING January 8+h,2024 Public Participation Suzanne Mills, 304 Covington Court, was in attendance as a prior Planning Commission Member to voice her agreement regarding amending Resolution No. 2018-25, public participation section (g). Russ Zangrilli, 104 Strathmore Court, was in attendance to discuss with Borough Council the positive of living in Seven Fields and disagreeing with the negative postings on social media outlets regarding the Borough Manager. Mayor's Report Mayor Galitsis noted that there were ten calls for service reported by Northern Regional Police Department from December 26"-December 31st. Treasurer's Report Treasurer Comunale referred Borough Council to the Accounts Payable List for December 2023. The General Funds total of $92,022.50 and Capital Reserve of $161,745.31 was reported. After review and upon a motion made by Council Member Hardesty and a second made by Council Vice President Servello, Council Member Smouse abstains due to his wife Michelle Rossman, being listed for reimbursement. The following was resolved: RESOLVED: Borough Council approved the November Accounts Payables List 4-0. Fund Balances as of January 8h,2024 General Fund Road Fund Liquid Fuels Total All Funds $1,552,350 $142,817 $129,771 $272,588 Available for Operating and/or Capital Expenses $1,350,515 Legal Issues Solicitor Turnbull noted that she has (2) updates. Modwash has paid the required tap-in fees, which eliminated any water interruption and the contract with Northern Regional Police has been resolved. 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING January gth,2024 Planning Issues Borough Engineer Balewski requested Borough Council to authorize payment number (2) in the amount of $13,775 to W.M. Aiken for work on the Stormwater Retention Pond Remediation Project, noting al 5% retention balance of the project is remaining until final approval of completion. Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council authorized payment in the amount of $13,775 to W.M. Aiken. Legal Ad-Amend Ordinance #64 (Termination of Water Service Notification) Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council authorized the Legal Advertisement to amend Ordinance #64, eliminating certified mail being required for water termination. Legal Ad-Request for Proposals for 2024 Seven Fields Road Resurfacing Program) Upon a motion by Council Vice Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council authorized the legal advertising to request proposals for the 2024 Seven Fields Road Resurfacing Program. Resolution No. 2024-13( (Disposition of Borough Records) Upon a motion made by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved Resolution No. 2024-13, disposal of municipal records, per Municipal Records Manual. 20234th Quarter General & Water Fund Budget Analysis Manager Smith reviewed the 2023 4th Quarter General & Water Fund Budget Analysis with Borough Council, noting that total revenues have increased year over year by $77,947. The General Fund ended the year with a $523,901 surplus. Water Fund revenues increased by $124,476 and expenses decreased year over year by $67,960. The Water Fund ended the year with a $315,868 surplus. Seven Fields Resolution No. 2018-25 (Public Participation Policy) After review and discussion of the public participation policy, Borough Council agreed with Solicitor Turnbull to provide a sample copy for review, rewording sections (c) and (g). 2024 Pyrotecnico Fireworks Display the following was resolved: Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, RESOLVED: Borough Council approved quote from Pyrotecnico in the amount of $12,500 for fireworks display for the 2024 Community Carnival. Seven Fields Part-Time Administrative Assistant Upon a motion by Council Vice President Servello, after reading aloud resignation letter, and a second by Council Member Hardesty, the following was resolved. RESOLVED: Borough Council approved the resignation of Shawna Mace as Seven Fields part-time Administrative Assistant effective December 15th, 2023.
