BOROUGHO OFF PARRYVILLE BOROUGH COUNCIL MEETING MINUTES July15,2019 Meeting was called to order at 7:01 pm by Cathy Hawk, followed by the Pledge of Allegiance. Other members present were: Mayor Kevin Greenzweig, Sharon Hinkle, Penni Szoke, Solicitor Robert Frycklund Council members not present: Patricia Wentz, Ralph Washburn, Dana Brubaker Motion: Penni Szoke made a motion to approve the prior month meeting minutes. Sharon Hinkle Public Comment: Bill Marris's neighbor, Phyllis, registered a complaint about the state of the house next door. (#274) The concerns include a car sittingi in the backyard, fluids leaking into the ground and possible skunks and snakes inhabiting the property. Trees are overgrown and reaching into her yard. The property has been neglected. The Zoning Board will take care of making contact and addressing the Public Comment: A resident asked about the person living in the trailer. Kevin Greezweig talked to the DCNR and they are making plans to come and take the trailer away. He'salso talked to the game commission. Kevin Greenzweig requested support as we work on getting the issue resolved. Public Comment: Phyllis raised concerns about the parking ordinance. Jason Smith noted thata a particular resident is taking up multiple spots by parking the opposite direction of the lines. Phyllis asked who would be enforcing - Robert Frycklund noted that the borough council, zoning officer and mayor all Public Comment: A resident noted that the corner of Main and Center has al lot of overgrown shrubbery. The sewage smell is really strong. Kevin Greenzweig will have the zoning board look at this Public Comment: There is a lot pot hole on Fireline that hasn't been patched. Cathy Hawk explained that we are working on filling the pot holes with modified stone and with so much rain, it keeps washing away. We're working our way through the borough and will make sure we're prioritizing the pot holes. Public Comment: Donny (Phyllis' Husband) questioned why the borough equipment isn't parked in the garage. Cathy Hawk explained that there is other equipment in the garage. MAYOR: Last month: someone has asked about the speed on Main Street. Kevin Greenzweig noted that we could add speed humps that would be 3' wide and 2.5" high. The total cost would be $3,035 for4 speed humps to be installed on Main Street. Kevin Greenzweig talked to PennDOT in Allentown and they could do a survey, but they suggested that we set a speed. The biggest concern is that there is no way to enforce it. Sharon Hinkle suggested that we still post speed limit signs. Jason Smith and Nicholas Kurek attended the classes and graduated. The class was good and they made great contacts that may be helpful in the future. ZONING HEARING BOARD: No report. COMMITTEE REPORTS BUILDING AND LIGHTS AND ROADS: Ralph Wahsburn will be meeting with the Engineer (Eric) tomorrow to address start dates for upcoming projects tomorrow at 1:00. HEALTH & SANITATION: No report. PLAYGROUND COMMITTEE: Meeting with Eric the Engineer and. Jeff from Miracle tomorrow and will have more information for next meeting. Gayle Schaffer asked who takes care of the monument at the playground. Sharon Hinkle is working on addressing it with the playground project. Another resident noted that the plaque on the bridge is sun faded and can't be read. The sign was not put in by Parryville. Kevin Greenzweig asked the resident to do some homework: and find out who put the sign there sO we can look at replacing it. CANAL COMMISSION: No report. FIRE & SAFETY: No report. Tamaqua is asking for Parryville Fire Department to help with traffic control for a parade they are having. Cathy Hawk will contact Mike about the request.
