BOROUGH OF SEVEN FIELDS COUNCIL MEETING February 12th,2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers oft the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Dawn Servello, Council Member Morgan Hardesty, Council Member Jeffrey Smouse, Council Member Lou Borghi, Manager Thomas B. Smith, Treasurer Elaine Comunale, Engineer John Balewski, and Solicitor Megan Turnbull, Esq. Absent: Mayor Dean Galitsis Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation John Ostermann, 608 Welbourne Drive, was present to discuss the 2024 Non-Profit Community Center rates, questioning why the increase. Jon Worek, 315 Warrick Drive, was in attendance to express his concerns with the new flashing stop signs. Approval of Council Meeting Minutes for January 2nd 2024, Reorganization Meeting Upon a motion made by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the January 2nd Reorganization Meeting Minutes as presented. Approval of Council Meeting Minutes for January gth,2024 Upon a motion made by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the January 8h, 2024, Council Meeting Minutes as presented. 1 BOROUGH OF SEVEN FIELDS COUNCIL MEETING February 12+,2024 Mayor's Report Chief John Sicilia, Northern Regional Police Department reported that there were fifty calls for service for the month of. January. Oft those calls, twenty-one were citations, twenty-four warnings, and 1 Commercial Vehicle Inspection. Treasurer's Report Treasurer Comunale referred Borough Council to the Accounts Payable List for January 2024. The General Funds total of $260,920.01 and Capital Reserve of $88,441.65 was reported. After review and upon a motion made by Council Member Hardesty and a second made by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the January Accounts Payables List. Fund Balances as of 2-12-2024 General Fund Road Fund Liquid Fuels Total. All Funds $1,598,441 $143,127 $130,053 $273,180 Available for Operating and/or Capital Expenses $1,396,720 Legal Issues Solicitor Turnbull referred Borough Council to the red-line 2018-25 Resolution, noting that she believes all requests for amendment have been met. Resolution No. 2018-25 (Seven Fields Public Participation Policy) Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council authorized the public participation policy as written, Resolution No. 2024-16. 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING February 12th,2024 Planning Issues Borough Engineer Balewski updated Borough Council and residents on the Town Park Swimming Pool Renovation, stating work is scheduled to begin in March. Also, the road paving bids are due on Friday, February 23rd at 3:00pm. Legal Ad Request for Proposal for Replacement of Borough Building Windows Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council authorized the legal advertisement for replacement of the original side windows of the Seven Fields Borough Building. Resolution No. 2024-14 (Disposition of Borough Property) Upon a motion made by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the disposal of the old fireplace at the Community Center due to parts needed to repair being obsolete & Seven Fields Community Center are rugs. Resolution No. 2024-15 (Disposition of Borough Records) Uponamotion by Council Vicel President Servello and a second by Council Vice President Regan- Koch, the following was resolved: RESOLVED: Borough Council approved the disposition oft the following borough records: Water Billing receipts of payment 2016 & 2017, swimming pool receipts 2017, bank statements 2011, 2012, & 2017, tax bill receipts 2017, water meter replacements 2011-2015, and building permit application copies 2017. Ordinance No. 64 (Amending Water Termination Notification) Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: 3 BOROUGH OF SEVEN FIELDS COUNCIL MEETING February 12",2024 RESOLVED: Borough Council approved Ordinance No. 106 of 2024, eliminating the requirement of sending certified water service termination via certified letter notification. Notification via regular U.S. Mail & posting residentbusiness doors will still be a part of the delinquent notice process. 2023 Seven Fields Audit the following was resolved. Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, RESOLVED: Borough Council approved the 2023 Hosack, Specht, Muetzel & Wood LLP quote in the amount of $5,400. Seven Fields Traffic Calming Program-LED Flashing Stop Signs Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council authorized the purchase from LED Lighting Solutions in the amount of $8,871.57 for Solor Flashing Stop Signs with blinders as part of the Seven Fields Traffic Calming Program. Seven Fields Public Works Laborer Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, Council Member Smouse voted no, the following was resolved: RESOLVED: Borough Council accepted the resignation of Public Works employee Zac Climo effective January 25th, 2024.
