BOROUGH OF SEVEN FIELDS COUNCIL MEETING March 11,2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Dawn Servello, Council Member Morgan Hardesty, Council Member Jeffrey Smouse, via conference call, Council Member Lou Borghi, Mayor Dean Galitsis, Manager Thomas B. Smith, Engineer John Balewski, and Solicitor Megan Turnbull, Esq. Absent: Treasurer Elaine Comunale Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation Pat Zupancic, 802 Wilshire Circle, Brandywine Commons Homeowners Association Vice President, was in attendance to ask Borough Council what they are planning to do with the Brandywine Commons Subdivision Sign that is listed on the agenda for renovations, since they are believed to be owned and are maintained by the HOA. Borough Engineer Balewski and Sean Caughey pulled Borough maps to verify. GIS Tracking Presentation-PA Rural Water Association Michael Emery from Pennsylvania Rural Water Associates presented Borough Council the proposed GIS System Mapping Program that will assist Seven Fields Water Company with developing a mapping system for the Seven Fields water system. Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the quote provided by PA Rural Water in the amount of $800 set-up fee with an hourly rate of $125 to convert the original paper maps to electronic formats and/or create electronic maps and other documents for use in geographic information systems. 1 BOROUGH OF SEVEN FIELDS COUNCIL MEETING March 11"h, 2024 Approval of Council Meeting Minutes for February 12th, 2024 Upon a motion made by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes oft the February 12th, 2024, Council Meeting Minutes as presented. Northern Regional Police Department Monthly Report Chief John Sicilia, Northern Regional Police Department reported that there were forty-five calls for service for the month of February. Of those calls, fifteen were citations, twenty-nine warnings, and six Commercial Vehicle Inspection. Treasurer's Report Manager Smith referred Borough Council to the Accounts Payable List for February 2024. The General Funds total of $105,499.58 and Capital Reserve of $44,697.82 was reported. After review and upon a motion made by Council Member Hardesty and a second made by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the February Accounts Payables List. Fund Balances as of 3-11-2024 General Fund Road Fund Liquid Fuels Total All Funds $1,645,170 $143,400 $215,007 $358,406 Available for Operating and/or Capital Expenses $1,443,499 Legal Issues Solicitor Turnbull reminded Borough Council that Financial Interest Forms were due by May 1st. She also noted that a meeting is needed regarding the EC/SF Regional Police assets. And is requesting an Executive Session to discuss personnel and matters subject to client'attorney privilege. 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING March 11h, 2024 Planning Issues Engineer Balewski updated Borough Council on the Seven Fields Town Park Pool Renovations. Shiloh Industrial is to begin work within the next few weeks. He is requesting payment #1 be issued in the amount of $38,250. Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved payment #1 for Contract #2023-04 to Shiloh Industrial in the amount of $38,250. Engineer Balewski updated Borough Council on the Seven Fields 2024 Road Resurfacing Paving Program Bids, noting they came in much higher than anticipated. He is recommending the Contract be awarded to Youngblood Paving and issuing a change order for instead of removing the asphalt and subbase on the hillside to the bank entrance, mill this area 1.5 inches and replace wearing. Reducing the project to approximately $263,500. Upon a motion by Council Member Borghi and a second by Council Vice President Servello; Council Member Smouse and Hardesty voted no; thet following was resolved: RESOLVED: Borough Council motioned to award Youngblood Paving the 2024 Road Resurfacing Paving Program for Highpointe Drive. Council Member Smouse left the conference call at this time. Seven Fields WelcomeSubdivision Signs Renovations Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council authorized Signs by Rick to completed renovations ont the following signs. Brandywine Woods-located bottom of Warrick Drive, Northridge Manor- located at end of Northridge Drive, Welcome to Seven Fields-located at PNC Financial, Welcome to Seven Fields- located at Carlucci's Pizza, and Northridge Estates- located at end of Bristol Drive 3 BOROUGH OF SEVEN FIELDS COUNCIL MEETING March 11,2024 in the amount of $5,538.75. Brandywine Commons and Hawthorne Commons were omitted due to the signs being located on Homeowners Association property. 2024-25 Seven Fields PA COSTARS Road Salt Contract Participation Agreement Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council approved the CoStars Salt Contract Participation Agreement for the 2024-2025 season. Submitting a need of estimated 400 tons of salt, with a requirement of 240 tons. Resolution No. 2024-17 (PennDOT Traffic Signal Maintenance Agreement) Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, thet following was resolved: RESOLVED: Borough Council approved Resolution No. 2024-14 and the Traffic Signal Maintenance Agreement with PennDot for permitting of LED Stop Signs. Seven Fields Town Park Ball Field Drainage Project Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council approved the Public Works Town Park Ball Field Drainage Project in the amount of $2,000 to install a drainage system to alleviate wet areas around home plate & third base. 2024 Seven Fields Town Park Pool Lifeguards Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the re-hiring of Zoe raft, Brittany Cullen, Zachary DeVault, Lucy Fowler, Logan Randall, Annabelle Pawlowicz, Alec Malichky, Angelica Glasgow, and the hiring of Gianna Goodman and Veronica Fowler as 2024 Seven Fields Lifeguards. 4 BOROUGH OF SEVEN FIELDS COUNCIL MEETING March 11th,2024 Resolution No. 2024-16 (Disposal of Borough Property) Upon a motion by Council Vice President Servello and a second by Council President Regan- Koch, the following was resolved: RESOLVED: Borough Council approved Resolution No. 2024-16, authorizing the Public Works Department to dispose of old street signs, stormwater catch basin grates, water meter bodies and hot water tank. Seven Fields Public Works Laborer the following was resolved: Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, RESOLVED: Borough Council accepted the resignation of Public Works employee Patrick Buckley effective March 8th, 2024.
