BOROUGH OF SEVEN FIELDS COUNCIL MEETING April gh,2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Officé at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Dawn Servello, Council Member Morgan Hardesty, Council Member Lou Borghi, Manager Thomas B. Smith, Engineer John Balewski, Treasurer Elaine Comunale, and Solicitor Megan Turnbull, Esq. Absent: Council Member Jeffrey Smouse and Mayor Dean Galitsis Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation None Request for Proposal for Replacement of Borough Building Windows Engineer Balewski updated Borough Council on the recent bid opening, Wednesday, April 3rd, noting no bids were received. Manager Smith is requesting approval to readvertise. Ifr no bids are received a second time, then the Borough is permitted under PA State Procurement to find a contractor to perform the work without bidding again. Upon ai motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the readvertising request for proposal of the Replacement of Borough Building Windows Project. Approval of Council Meeting Minutes for March 11th 2024 Upon a motion made by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the March 11th, 2024, Council Meeting Minutes as presented. 1 BOROUGH OF SEVEN FIELDS COUNCIL MEETING April 8th,2024 Northern Regional Police Department Monthly Report Chief John Sicilia, Northern Regional Police Department reported that there were thirty calls for service for the month of March. Of those calls, fifteen were citations, twenty-two warnings, and 8 Commercial Vehicle Inspection. Treasurer's Report Treasurer Comunale referred Borough Council to the Accounts Payable List for March 2024. The General Fund After review and upon a motion made by Council Vice President Servello and a second made by Council Member total of $1,435,873 and Capital Reserve of $3,377 was reported. Hardesty, the following was resolved: RESOLVED: Borough Council approved the March Accounts Payables List. Fund Balances as of 4-8-2024 General Fund Road Fund Liquid Fuels Total All Funds $1,435,873 $143,673 $215,417 $359,090 Available for Operating and/or Capital Expenses $1,234,250 Legal Issues Solicitor Turnbull noted there were no legal issues to discuss at this time. Planning Issues begin in June. Engineer Balewski updated Borough Council ont the Seven Fields Paving Project, noting the work is expected to Seven Fields 1st Quarter 2024 Budget Analysis Manager Smith reviewed the 1st Quarter 2024 Budget Analysis with Borough Council noting that total revenues have slightlyincreased year over year by $3,820. The General Fund ended the first quarter witha a $38,205 deficit. Water fund revenues increased by $8,192 year over year. Water fund expenses increased year over year by $21,328. The water fund ended the first quarter with a $33,077 surplus. 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING April gth, 2024 Seven Fields Pesticide Program/Field Maintenance Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council approved the quote received from Advanced Turf Solutions for the 2024 Pesticide/Field Maintenance Program in the amount of $2,486.10. Seven Fields Borough Building 2nd Floor Office Space Suite 200A Upon a motion by Council Vice President Servello and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council approved a one-year lease agreement with a one-year renewal option with 79 Financial LLC at a monthly rate of $625, includes electric and heat/air conditioning. 2024 Seven Fields Town Park Pool Management Upon a motion by Council Vice President Servello and a second by Council President Regan-Koch, the following was resolved: RESOLVED: Borough Council approved the hiring of Ray Brannon as Town Park Swimming Pool Manager, Maya Lantigios and Sophia Gallingane as Assistant Swimming Pool Managers. Seven Fields Public Works/Water Department Supervisor Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council accepted the resignation letter read by Council Vice President Servello, of Sean Caughey, Seven Fields Public Works/Water Department Supervisor effective April 10th, 2024. Seven Fields Public Works/Water Department Supervisor Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, thei following was resolved: RESOLVED: Borough Council promoted, Shawn Hildebrand, as interim Public' Works/Water Department Supervisor until a permanent supervisor is hired. 3 BOROUGH OF SEVEN FIELDS COUNCIL MEETING April gth,2024 Seven Fields Public Works Laborer Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council authorized the hiring of Christopher Parker as Seven Fields Public' Works Laborer effective April 2nd, 2024. 135 Jameson Way Utility Patch Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council approved the quote provided by C.J.Long! Paving in the amount of $4,000 tor repair the concrete damaged during a water break. Resolution No-2024-19 (Disposition of Map Cabinets) Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, thet following was resolved: RESOLVED: Borough Council approved (2) Map Cabinets can be placed on Municibid that are nol longer needed due to the scanning of Borough maps & drawings.
