BOROUGH OF SEVEN FIELDS COUNCIL MEETING June 10th, 2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Servello, Council Member Lou Borghi, Council Member Morgan Hardesty, Mayorl Dean Galitsis, Manager Thomas B. Smith, Engineer John Balewski, Treasurer Elaine Comunale, and Solicitor Megan Turnbull, Esq. Absent: Council Member Jeffrey Smouse Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation Nick Menchyk, 517 Dorchester Drive requested to speak to Borough Council regarding speeding on Dorchester AJ Harper, 515 Dorchester Drive was in attendance to speak to Borough Council and on behalf ofr neighbors that Russ Zangrilli, 104 Strathmore Court was in attendance to express his approval of allowing Voodoo Brewing to Drive. were unable to attend regarding speeding on Dorchester Drive. submit plans and application to construct a 16'x1 16' deck. Approval of Council Meeting Minutes for May 13#,2024 Upon a motion made by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the May 13th, 2024, Council Meeting Minutes as presented. Northern Regional Police Department Monthly Report Chief. John Sicilia, Northern Regional Police Department, presented the May Report to Borough Council, noting there were 37 total calls, 3 citations, 24 warnings, and 5 commercial vehicle inspections. Treasurer's Report Treasurer Comunale referred Borough Council to the Accounts Payable List for May 2024. The General Fund total of $63,127.01 and Capital Reserve of $91,679.74 was reported. BOROUGH OF SEVEN FIELDS COUNCIL MEETING June 10th,2024 After review and upon a motion made by Council Vice President Servello and a second made by Council President Regan-Koch, the following was resolved: RESOLVED: Borough Council approved the May Accounts Payables List. Fund Balances as of 6-10-2024 General Fund Road Fund Liquid Fuels Total All Funds $1,827,906 $143,975 $215,870 $359,845 Available for Operating and/or Capital Expenses $1,626,332 Legal Issues Solicitor Turnbull noted there were no legal issues to discuss at this time. 2024 Adams Area Fire District Services Annual Fee Upon a motion by Council Member Hardesty and a second by Council Member Borghi, Council Member Servello voted no, the following was resolved: RESOLVED: Borough Council authorized payment in the amount of $67,580 2024Traffic Signal Maintenance Agreement Upon a motion by Council President Regan-Koch and a second by Council Member Borghi, the following was resolved: RESOLVED: Borough Council approved payment in the amount of $9,000 to Cranberry Township for maintenance of the three traffic signals along State Route 228. Voodoo Seven Fields, 530 Northpointe Circle-Proposed Deck Upon a motion by Council President Regan-Koch and as second by Council' Vicel President Servello, the following was resolved: conditions: RESOLVED: Borough Councils approved Applicant's proposal to construct a 16' X 16' exterior deck ("Proposal") adjacent to the restaurant located at 530 Northpointe Circle ("Property") with the following 1. No amplified performances on the deck. 2. No amplified sounds on the deck after 10 p.m. 3. No outdoor sounds emanating from the Applicant's use of the Property shall exceed the average ambient decibel levels measured at the property lines at any time. 4. Items 1-3 may be permitted only with advance approval from Borough Council. 5. Aiken for Northern Pond Project. Northern Detention Pond Project Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, thei following was resolved: RESOLVED: Borough Council approved final payment in the amount of $6,347.50 as final payment to W.M. Aiken for Northern Detention Pond Project. Legal Ad Ordinance #107-Seven Fields Dog/Domestic Animal Control No action taken. Seven Fields Planning Commission Annual Report Upon a motion by Council Vice President Servello and a second by Council Member Borghi, the following was resolved. RESOLVED: Borough Council approved Meeting Minutes dates February 6th, 2023, as Seven Fields Planning Commissions Annual Report.
