BOOK 027 PAGE502  BARBOUR COUNTY COMMISSION MEETING  SPECIAL MEETING MONDAY October 23, 2017 AT 8:30 A.M.  PRESENT: PRESIDENT TIM MCDANIEL, COMMISSIONER PHIL HART, COMMISSIONER SUSIE CVECHKO (by phone), BEN PROPST COUNTY COORDINATOR AND SHANA FREY COUNTY ADMINSTRATOR  The meeting was called to order by Tim McDaniel.  A resolution was presented for filing oft the 2017 Spay Neutering grant application. $15,000is being requested and would provide vouchers to pay half of spay or neutering costs for approximately 215 dogs. On a motion by Phil Hart and seconded by Susie Cvechko, the  resolution was approved.  Ar resolution was submitted for filing of the 2018-19 Records Management Preservation: grant to scan grantor/grantee and oil and gas lease books. This grant will also include a scanner for the County Clerk. The amount requested is $4001.00. On a motion by Phil Hart and second by Susie On a motion by Tim McDaniel and second by Phil Hart, $18,000 was approved for matching funds at the Philippi/Barbour Regional Airport for the hangar erection. On a Unanimous vote, it was approved to use Coal Reallocation funds for this purpose, given that confirmation from the auditor's office is obtained for the proper procedure to file required documentation.
