Dewayne Nestor, Michael Rexroad, Melanie Koon, Benjamin Fletcher, Ron Schoonover, Heather Plum, Bill Renzelli, Sheri Summerfield, Kristy Kline, Kim Lewis, Jamie Carpenter called the meeting to order at 9:00am and led the Pledge of Allegiance. Onar motion by David Strait, seconded by. Jedd Schola, the. January 3, 2023 meeting minutes Brett Carpenter, April Sinsel were approved. 3/0 Exonerations were presented. Onamotion by David Strait and seconded by Jamie Carpenter, six (6) final settlements were SYLVIA EILEEN NITZ, LAVAUGHN FERN EDWARDS, CHARLES EUGENE NELSON,JOSEPHINE Proclamations were read and signed declaring December as Human Trafficking and Stalking approved. 3/0 NEWMAN, ROYCE ANN HOWARD, LINDA KAY DICKENSON Awareness month. Jennifer Burner and Jean Clark gave a report on general services and expansions at the Barbour County Health Department. The Health Department promotes wellness and offers preventative measures and not a competition to other clinics, but rather an extension of primary care. Services provided include health prevention, wellness, cancer: screening, behavior health, environmental health, harm reduction, substance and opioid use disorder, and threat awareness. Services on the horizon include prevention and education, support services, and They discussed that the Administrator Agreement with Barbour Community Health Association will be ending soon and the Board of Health will be seeking a full time Administrator. The Board of Health would like to secure an annual commitment of $180,000 from the County Commission. They mentioned other counties provide this level oft funding and often through a levy. Further developing a track for drug recovery. discussions will be held on the funding request. BOOK 28 PAGE 413 January 20, 2023 Page 2 The Board of Health is interested in departing from the Division of Personnel. Reasons noted were: significant fees paid to the DOP, restrictive process for equipment purchases, and a rigorous process for posting positions and hiring personnel, making recruiting and retention difficult. The Board of Health is not required to be under the DOP and employees will still have PEIA and Retirement benefits. However, employees would not be able to transfer to another Health Department that participates with the DOP and keep their leave time. The Commission Also discussed was the appointment of a Board member. Criteria and possible recommendations will review this request with Prosecutor Hoxie. willl be provided at al later date. Philippi Public Library was not present. David Cooper and Hannah Snyder presented a funding consideration request in the amount of $3,500.001 to support the Tucker Community Foundation Run For It program. He reported that since 2013, the County Commission has provided. $34,000 in funding to this program and $358,500 has gone back to Barbour County non-profits. On a motion by Jamie Carpenter, seconded by. Jedd Schola, $3,500 is pledged to the Run For It program. 3/0 Tacy Community Association submitted a request for reimbursement of propane fuel that was used while the facility was opened as an emergency shelter. On a motion by David Strait, seconded by. Jamie Carpenter, $805.00 was approved. 3/0 Further discussion with OEM/911 was held regarding emergency: shelters. Onan motion by Jedd Schola, seconded by David Strait, a grant from Homeland Security in the Sheriff Carpenter also discussed cruiser situations. Joey Bolyard discussed mileage and conditions on a number of vehicles. Sheriff Carpenter asked the commission to consider assisting with replacement oft the older, high mileage cruisers. Further discussion will be held. Rhett Dusenbury with Senator Mooney's office: suggested looking into the COPS grant. Discussion was held on the DoughBoy memorial project. Shana Frey has been corresponding with a company who has experience with cleaning, preservation and restoration of DoughBoy statues. Additional information will bei forthcoming. Mr. Rexroad shared a quote that he received for the walkway memorial. Black granite is quoted at $40,000.00 and he is waiting foragray amount of $11,0001 for SWAT equipment was accepted. 3/0 granite quote. Dylan Harper presented a quote from Unified Solutions LLC to upgrade their recording software to meet: state minimum requirements in the amount of $18,990.00. On a motion by. Jamie Carpenter, seconded by David Strait the quote was approved. 3/0 BOOK 28 PAGE 414 January 20, 2023 Page 3 The Barbour County Fair Association submitted an event application to hold a Rodeo at the fairgrounds. Prior discussions were held between the Event Coordinator and Fair Association to determine ifa ai fee should be assessed. The Park and Recreation Advisory board voted tol have the County Commission determine whethert to charge at fee or not. Following lengthy discussions, Jamie Carpenter made a motion to exempt the Barbour County Fair Association from use of ground fees for the Rodeo event, Jedd Schola seconded. 3/0 Further discussion was held and a written agreement will be drafted to document exemptions. Onar motion by David Strait, seconded by. Jedd Shola, the Fair Association's srequest to transfer Discussion was held regarding Emergency Squad. Services. Further discussions are necessary. the Boy Scout concession stand to PB Athletics was approved. 3/0 The next regular meeting is February 6, 2023 at 5pm.
