Washington Street in the amount of $8,000.00 at 2% Mike Teal, owner of Teal's CPA located at 126 E. Washington Street has recently completed several upgrades of his property to include facade improvements. The City has a facade loan program of which Mr. Teal is eligible to participate in. The facade loan program provides up to $4,000 per facade at an interest rate and term to be approved by Council. Mr. Teal upgraded both facades at his building and is requesting an $8,000 loan at 2% for 5-years resulting in a monthly payment of $140.23. Mr. Teal has provided me receipts for total construction upgrade in the amount of $49,392.00. He spent more than $8,000 on facades and thus meets the threshold for maximum amount of $8,000. Mr. Teal has dramatically improved the appearance of his property andIrecommend that Council approve the loan and that it be funded out of UDAG funds/Facade Consideration of approval of sell of city-owned property located at 302 E. Washington Street was acquired as part of the Community One Bank/Old Fidelity Bank property transaction that was closed in late 2015. The result of that deal allowed the City to retain a bank/downtown business and attract a new business in a long time vacant building (302 E. Washington St.) and ultimately provide more public parking and additional secured parking for the Rockingham Police Department. Debbie Wrenn intends to upgrade building to house her business with private funds. interest for a term of 5-years. Background: In the spring of 2013, the NCDOT and the Lumber River RPO initiated a county-wide planning process to draft a new comprehensive transportation plan (CTP) for Richmond County. The intent of the plan was/is to develop a new multi-modal plan to guide future transportation improvements in Richmond County for the next 20-year period. A CTP steering committee comprised of representatives from all municipalities and Richmond County was assembled to assist NCDOT and LRRPO staff with the planning process. The City's Planning Director served on the steering committee. After numerous meetings over the last 3-year period, the final plan is nearing completion. The NCDOT has requested all the local governing Board's and the County to review and adopt the final transportation maps. The new CTP will replace the Thoroughtare Plan for the Cities of Rockingnam-Hamet, which was also prepared by the NCDOT in 1998. 1. A copy oft the proposed resolution and copies of the maps are included in the agenda packet for the Board's review. Sheet 1 is not included because it is the based map which will contain the adoption 2. As indicated in Sheet 2A, improvements to Greene Street are recommended, which are necessary to accommodate the City's request to re-designate the US Highway 1 route around downtown. Staff Comments: dates once approved by all municipalities and the County. Staff Recommendation: City staff recommends the Board review the proposed maps for the Richmond County CTP and recommend the City Council adopt the resolution as requested. Planning Board Recommendation: Council adopt the resolution. The Planning Board reviewed the request on April 5, 2016 and recommended unanimously the City -10- RESOLUTION. ADOPTING THE COMPREHENSIVE TRANSPORTATION PLAN MAPS FOR RICHMOND COUNTY, NORTH CAROLINA WHEREAS, the Town of Dobbins Heights, Town of Ellerbe, City of Hamlet, Town of Hoffman, Town of Norman, City of Rockingham, Richmond County, the Lumber River Rural Planning Organization, and the Transportation Planning Branch, North Carolina Department of Transportation, have actively worked to develop a Comprehensive Transportation Plan for 136-66.2 to reach agreement for a transportation system that will serve present and anticipated volumes of traffic ini the County and above-mentioned involved local municipalities; highly desirable element of the comprehensive plan for the orderly growth and development plan maps, and following two public workshops in the County, the City Council finds the adoption of the maps pursuant to General Statutes 136-66.2 to be in the best interests of the included in the Richmond County Comprehensive Transportation Plan, dated March 7, 2016, that is within its planning jurisdiction. Spring Soccer - Our seventh spring campaign comes to a close this Friday, and although March has proven in the past to be a challenging month, our new scheduling format proved to be very beneficial. We played the majority of our games during the week and utilized weekends for weather related cancellations. Youth Baseball/Softball - We have approximately 400 participants registered to play in this spring and early summer program. There will be seven leagues, (four for boys and three for girls). Sr. Games - Our department will once again play host to several events involving Sr. Games of Richmond Co. Our department has been involved with these events since their inception which spans almost 25 years. Hinson Lake - This area has experienced a spike in activity over the past couple of weeks as weather conditions have improved and people start moving about.
