Public Hearing. - Proposed amendment to Chapter 9 ofthel Little Compton Town Code To consider amending the Little Compton Town Code to amend Chapter 9-4,3 to read as follows: $9-4.3. Rules Concerning thel Parking Area. a. The parking of vehicles in the parking area shall be restricted to the owners of commercial fishing vessels and their employees and to persons intending toi make recreational use oft the harbor and its environs. b. With the exception of vehicles displaying a lot permit issued by. the Town Clerk from a list provided by the Harbor Master, no persons shall use or occupy, the parking, area betweèn the hours of 11:00 p.m. and 5:00 a.m. daily in accordance with posted signs. Discussion and public comménts: - Bill Mackintosh, town resident and mooring holder. Concerned that the language is gauged toward one user of thel harbor and not inclusive ofmooring holders. Would like thet town tol have parking spaces designated for e Ben Gauthier, Chair of the Harbor Commission stated they received comments from many, but this was thei first he recéived comment about mooring holders wanting spaces. This amendment is an effort to allow thel Police Department to monitor and control thei use oft the parking area. The town code currently calls for a specific number ofs spacès for the commercial fishermen, where this amendment removes the number and includesa permit policy. The Police Chieffelt aj permit process would allow him to fine those who are: inappropriately parking in designated spots. There will still be public or visitor parking in that lot as it has been int thej past. If this is adopted new signage will be posted to make clear to all the code and time will be given for those to ( Questions arose of number of parking spaces. It was noted that a set ofs spaces would be clearly marked for permit only, while the others are marked for visitors. Approx. 35-40 individuals fall into the commercial fishing fleet that willl have permits. There are approx. 150 moorings total between commercial and recreational.
