Muncy Borough and Muncy Creek Township Public Meeting September 3, 2024 Aj joint Public Meeting with Muncy Creek Township on Proposed Ordinance to change the boundary lines between Muncy Borough and Muncy Creek Township to move the real property located at 143 Old Glade Run Rd from the township to the borough was called to order in the Library/Media Center of the Muncy Roll Call for Muncy Borough: George Henry, Thad Martin, Ryan Scruggs, Steve Shank, Richard Sutton and High School at 6:30pm by President Scott Delany. Scott Delany. Bill Scott was absent. Roll Call for Muncy Creek Township: Eric Newcomer, Gary Phillips, and Dan Whitmoyer Present were also Mayor. Jon Ort and Solicitor Chris Kenyon for Muncy Borough Guests Present: Wayne Wolfgang, Donna Sutton, Moke Wommer, Tyler Thompson, Craig Scruggs, Harley Fry, Linda Stein, Alice Maniscalco, Greg Delany, Crist and Alicia Myers, Pharron Banghart, Chris Ebner, Borough Manager Charley Hall explained the process for annexation and the reason why the Borough is pursuing it. The Borough is in need of both a new maintenance building and al borough building. Current Borough building located at 14 N Washington Street is in flood zone and under a Dept. of Justice order to make building accessible which is cost prohibitive. As part oft the process to determine the most cost- effective process to replace both facilities, The Borough is seeking permission from the township to annex the land the Borough currently owns in Muncy Creek Township that contains both the maintenance facilities and Borough Police building with the intentions on building a combined maintenance/Dorough building on that plot ofl land ifa annexed as public meeting facilities must bei int the Council President Delany asked if the parcel was currently on the tax rolls and it is not. Council President Delany also asked what happens if the Borough sold the property afteri it was annexed. Mr. Hall informed him that under the current agreement, it would have to go back to the Township. Supervisor Eric Newcomer asked other than holding meetings at this property, is there another benefit toa annexing this property to the borough? Mr. Hall shared that the property is owned by and used by the Borough and the annexation would enable the Borough to build one building. Hall mentioned that the Borough will be building on the property the questions is what will be included. Council member Scruggs asked if the property being outside of the Borough would impact grants. Mr. Tyler Thompson asked if there was room on that property to build a new maintenance building and Brian' Vann asked what needs to be done to geti it out of flood plan? Mr. Hall responded that fill dirt has been placed and additional maybe required but we are awaiting direction from Township's permit officer. Brian Vann Borough. Pharron Banghart asked ift the borough could still qualify for grants if the parcel of land is still in the flood plain and if parking would be an issue? Mr. Hall responded that ifiti is vacant and elevated out of the zone it would not need to do anything because it is above base elevation and that parking would not be Harley Fry member of MCT Planning Commission thinks the borough building along with the police department: should be centrally located in the borough. Harley is concerned about flooding and parking in thet township. He also questioned if the Borough obtained the proper permits when elevating the Chris Ebner asked "Why annex now when there isn'ta current plan in place?" Mr. Hall responded that we are currently in al borough building that we need to get out of. The Borough also needs to build a new maintenance building which willl be! built on the parcel in question for annexation. The borough needs to know if the parcel is available to build one building that includes maintenance, office, and meeting Harley Fry mentioned that the Borough could use the parcel that the Borough building currently sits on. MTC Supervisor Eric Newcomer asked when the current agreement expires which is December 31, 2024. Mr. Hall provided some additional background relative to the process of annexation and with the MTC and Muncy agreement specifically.
