Muncy Borough Council Meeting September 3, 2024  President Scott Delany called the meeting to order at 6:30pm, Roll call was taken with the following council members present: George Henry, Thad Martin, Steve Shank, Ryan Scruggs, Richard Sutton and President Scott Delany. Bill Scott was absent.. After which the joint public meeting with Muncy Creek Township on Annexation of Old Glade Run Road property, which concluded at 7:04pm. At7:05pm,  Council resumed its regular meeting. Public participation: None were in favor.  Richard Sutton made a motion to approve the August 6, 2024 minutes. George Henry 2nd the motion. All Richard Sutton made a motion to approve the check disbursement and bank balances. Ryan Scruggs 2nd Steve Shank made a motion to approve October 31, 2024 Trick or treat 6pm-8pm, Halloween parade at 5:30pm and any alternate date as deemed appropriate by Tyler, Jim or Charley. Thad 2nd the motion.. All Alicia Myers gave an update on the Shade Tree Commission. Dick Sutton made a motion to transfer $5,679 from the general fund to the shade tree fund for tree trimming and planting trees on Main Street. George Henry approved the Pension Minimum Municipal Obligation (MMO): 2025. Thad Martin 2nd the Ryan Scruggs made a motion to approve the LSAApplication fee and Resolution 2024-05. Richard Thad Martin made a motion to authorize to obtain preliminary cost estimation for building(s). Richard Thad Martin made a motion to give approval to proceed with possible transfer of flood buyout land to Borough Manager Charley Hall made council aware that the borough was awarded $121,800 in grant Police Chief is interested into checking into a policy making company, Plant the Seed. President Delany Dick Sutton made a motion to adjourn. Thad Martin 2nd the motion. Meeting ended 8:10pm  the motion. Motion carried. New Business: were in favor.  George 2nd the motion.
