WINGATE BOARD OF COMMISSIONERS MINUTES OF THE REGULAR MEETING SEPTEMBER 24, 2024 AT 5:30 PM Wirgate The Wingate Board of Commissioners met in regular session in the Wingate Government Center, 101 W. Wilson St., with the following persons in attendance: Present: Mayor Gary Hamill, Commissioners: Greg Doyle, Johnny Lowery,John Mangum, Peggy Taylor Thomas LeGrand Town Clerk Lisa Griffin Absent: Staff: Others: Town Manager Brad Sellers, Assistant Town Manager Karen Wingo, Chris Robusto, Andy Galek, Katie Bradley Call to Order At 6:00 PM, Mayor Hamill called the meeting to order; a quorum was present. Developer Workshop Mayor Hamill reminded everyone that this was a developer workshop and there wouldn't be a public comment period. The session was for information only. Chris Robusto with Dream Finder Homes is asking to build single-family homes in the age-targeted section of The Cottages. These would mainly be in the cul-de-sac When the development was initially approved, the Joint Land Use Board stated that the development agreement had to include homes on the 135 acres would consist of 176 age-targeted senior homes and 123 family residential homes. The Board agreed that the development should remain as approved and not have single-family homes Mr. Robusto and Katie Bradley with Timmons Group expressed an interesti in building the Summerlin Dairy Subdivision on Summerlin Dairy Road adjacent to Jesse Helms Park. Mr. Robusto asked to come before the Board to see if they would be interested in the development before moving forward. This development would be comparable areas and would be larger lots. in the age-targeted phase. 09.24.2024 Wingate Board of Commissioners Special Meeting lof2 to The Cottages on Edgewood Drive. It would consist of 320 homes on 164.34 acres with 95 acres of open space. The proposed density is 1.95, and the proposed amenities are a pool and clubhouse. The presentation is referenced as ExhibitA A. Manager Sellers advised the Board that water and sewer would be provided from Union County. The subdivision would be in our ETJ and annexed into the Town for an increased tax base. The developer would pay system development fees to Union County instead of Wingate but would be willing to compensate Wingate as well for There were discussions regarding flooding mitigation, traffic, and school enrollment The Board agreed that they would be interested in hearing more about the subdivision if the developer chose to move forward with a plan, but it did not mean Finally, buffering of the current development, The Cottages on Edgewood Drive was discussed. The development agreement states that there will be buffers between the eastern and western sections of the development. This was agreed upon when The Moser Group owned the development. Several neighbors felt that there wasn't as much buffering as promised. They were under the impression that a berm would be built as part of the buffering. Mr. Robusto replied that the topography wouldn't allow for a berm but he was willing to add more buffering. He provided the Board with a Buffer Landscape diagram which reflects the types of trees and locations for buffering. He and his associate Andy Galek commented that they are willing to meet with any neighbors who aren't pleased and will be as accommodating as possible.
