WINGATE BOARD OF COMMISSIONERS MINUTES OF THE REGULAR MEETING AUGUST 20, 2024 AT 6:00 PM Wirgate The Wingate Board of Commissioners met in regular session in the Wingate Government Center, 101 W. Wilson St., with the following persons in attendance: Present: Mayor Gary Hamill, Commissioners: Greg Doyle, Thomas LeGrand, John Mangum Absent: Staff: Johnny Lowery, Peggy Taylor Town Manager Brad Sellers, Assistant Town Manager Karen Wingo, Planning Consultant Matthew Gallman, Town Clerk Lisa Griffin Call to Order At 6:00 PM, Mayor Hamill called the meeting to order; a quorum was present. Approval of Agenda Mayor Hamill asked for changes to the agenda. Motion by Commissioner Doyle to approve the agenda as presented. Second by Commissioner LeGrand and unanimously approved. Background 08.20.2024 REQUEST: Rezone one (1) parcel of land from Single Family (R-20) to Office LOCATION: 101 E. Elm Street ACREAGE: 0.646 Consultant Gallman went over the staff report with the Board of Commissioners and advised that this petition had been to the Joint Land Use Board and was Wingate Board of Commissioners Regular Meeting lof3 The applicant is requesting to rezone parcel #09019063 from R-20 Single Family, Low to Medium Density Residential to B-6 Office Institutional use it for educational purposes, meetings/Classroom. There will be some offices and a residential kitchen ini the building. North Carolina land use law G.S. 160D-703 requires thatall permitted uses in the proposed general zoning district be considered when deciding whether to approve or deny a petition to rezone a parcel. Old Business A. Park improvements Manager Sellers stated that a grant for upgrades to the park had been requested from the Cannon Foundation. Improvements would cost $167,588.96 and the Town will need to pay $50,000 out of the ARPA funds and the remainder will be covered by the grant. 08.20.2024 Wingate Board of Commissioners Regular Meeting 2of3 Motion by Commissioner Doyle to approve Park Improvement Grant as well as the Town providing $50,000 toward improvement completion. Consider Rezoning Ordinance: RZ-2024-01: Parcel 09019063-101 W Elm Motion by Commissioner Doyle to approve the RZ-2024-01 Rezoning Petition as presented from R-20 to B-6. Mayor Hamill signed a Consistency Statement. Second by Commissioner LeGrand and unanimously approved. Manager Sellers explained that Duke Energy requested an easement at 210 Edgewood to move power poles to provide service to new development. Motion by Commissioner LeGrand to approve Duke Energy Easement at 210 Motion by Commissioner Mangum and unanimously approved. B. Easement-210 Edgewood Drive Edgewood Drive.
