WINGATE BOARD OF COMMISSIONERS MINUTES OF THE SPECIAL MEETING SEPTEMBER 17, 2024 AT 6:00 PM Wirgate The Wingate Board of Commissioners met in regular session in the Wingate Government Center, 101 W. Wilson St., with the following persons in attendance: Present: Staff: Others: Mayor Gary Hamill, Commissioners: Greg Doyle, Johnny Lowery, John Town Manager Brad Sellers, Assistant Town Manager Karen Wingo,, Mangum, Peggy Taylor Town Clerk Lisa Griffin Nichole Callahan, Liz Driver, Wes Hinson Call to Order At 6:00 PM, Mayor Hamill called the meeting to order; a quorum was present. Approval of Agenda Mayor Hamill asked for changes to the agenda. Motion by Commissioner Doyle to approve the agenda as presented. Second by Commissioner Mangum and unanimously approved. Discussion with Wingate ABC Store Attorney Wes Hinson began by letting the Board know that it was a pleasure to be before them. He stated that the ABC Board had discussions about the distribution and he has had conversations with Manager Sellers as well. He said that his understanding of an ABC Store making between 1.5 million to 50 million in sales would have a retaining working capital of 3 months of gross sales. The ABC Board sends 3% of all liquor sales to the Town and does quarterly and annual true-ups for any remaining amounts due. Three months of working capital is $543,000. Their operating account has a current balance of $265,192. Their NCCMP bank account generates $2000 a month. There haven't been any deposits in this account since 09.17.2024 Wingate Board of Commissioners Special Meeting 1of2 2022 but it generates about $24,000 per year. The current balance in the account is The ABC Board is currently being audited and will revisit distributions after this has Greg Doyle commented as an ABC Board member that the Town was fortunate to have Ms. Nichole, Ms. Liz, and Wes handling the business of the ABC Store.
