WINGATE BOARD OF COMMISSIONERS MINUTES OF THE REGULAR MEETING JULY 16, 2024 AT 6:00 PM Wingate The Wingate Board of Commissioners met in regular session in the Wingate Government Center, 101 W. Wilson St., with the following persons in attendance: Present: Staff: Others: Mayor Gary Hamill, Commissioners: Greg Doyle, Thomas LeGrand, Town Manager Brad Sellers, Assistant Town Manager Karen Wingo, Johnny Lowery, John Mangum, Peggy Taylor Town Clerk Lisa Griffin Diann Gillis Call to Order At 6:00 PM, Mayor Hamill called the meeting to order; a quorum was present. Approval of Agenda Mayor Hamill asked for changes to the agenda. The following amendments were made: New Business Addition: 5A-Union County EDGE Contract Motion by Commissioner Mangum to approve the agenda with amendment. Second by Commissioner Lowery and unanimously approved. Public Comment Period Diann Gillis-Jerome Street resident voiced her concerns regarding noise in the neighborhood such as outside music from homes & cars with amplifiers so loud that her home vibrates. She commented that it's very disturbing. She would appreciate the town looking in to what can be done for this. She also commented that she's concerned with Camden & Jerome traffic. There is a speed hump on Jerome but there is a stop sign on Camden. Cars are not honoring stop sign. They are not stopping. They're gathering there where the music is. It makes it dangerous. Chief Drye responded that thel Police Department usually shuts down the music aspect and he will let the officers know about the traffic issue on Jerome. Consent Agenda A. Approval of Minutes: June 18, 2024 B. Resolution Accepting Grant for Wastewater Manhole Improvements C.S Schedule Public Hearing for rezoning request for Parcel 09019063-101 EI Elm Motion by Commissioner Doyle to approve the consent agenda as presented and to schedule public hearing for Parcel 09019063-101 E. Elm on 08/20/2024. Second by Commissioner Mangum and unanimously approved. Wastewater Manhole improvement Resolution is attached as Exhibit A and incorporated herein by this reference. New Business A. Consider contract for Retail & Restaurant Recruitment Services with Union County Economic Development Growth Enterprise, Inc. (EDGE) Mayor Hamill explained that there is a firm that Union County Economic has been using for several years that is asking the Town as well as other towns to enter into an agreement for a consulting group. He feels this will help with Downtown Initiative and the Highway 74 Corridor development. The consultants have nationwide clients that they are in contact with. The $25,000 three-year annual contract is based on size of town. The Town can opt out next year if wanted. Adjourn -6:25 PM There was a discussion regarding why some town residents are not on the town's sewer system. Some residents in the Maye Street area are on septic systems.
