WINGATE BOARD OF COMMISSIONERS MINUTES OF THE REGULAR MEETING SEPTEMBER 17, 2024 AT 6:00 PM Wirgate The Wingate Board of Commissioners met in regular session in the Wingate Government Center, 101 W. Wilson St., with the following persons in attendance: Present: Staff: Others: Mayor Gary Hamill, Commissioners: Greg Doyle, Thomas LeGrand, Town Manager Brad Sellers, Assistant Town Manager Karen Wingo, Johnny Lowery, John Mangum, Peggy Taylor Town Clerk Lisa Griffin Rev. John Kirkpatrick, Dr. Kevin Plue Call to Order At 6:00 PM, Mayor Hamill called the meeting to order; a quorum was present. Approval of Agenda Mayor Hamill asked for changes to the agenda. Motion by Commissioner Lowery to approve the agenda as presented. Second by Commissioner Mangum and unanimously approved. Presentation: Union County School Bond Rev., John Kirkpatrick and Dr. Kevin Plue gave a presentation asking citizens to vote for the 2024 bond which addresses aging facilities at Parkwood High and East Union Middle Schools. The schools were built in the 1950s and 1960s and are inadequate for modern-day teaching and learning. Bond projects total $39,421,448. School Bond Flyer is attached as. Exhibit A and incorporated herein by this reference. 09.17.2024 Wingate Board of Commissioners Regular Meeting lof3 Public Comment Resident Kenny Thompson of Old Williams Road asked that the Town address traffic concerns. These include parking on the streets. He stated that with additional traffic coming down the streets now and more trucks coming through town and cars coming out of Pearl Court not stopping, roads have become hazardous. Sometimes the streets are sO crowded that emergency services can't get Diann Gillis of Jerome Street is still concerned about music being sO loud that you cannot hear yourself think. Traffic is a problem. A gang has started forming and parking in the streets. She built a partial brick wall around her home to try to offset the noise but she still can hear it vibrating in her house. School buses have to wait for all of the cars to get out of the street before they can drive on them. It's happening 24 hours a day. She's already spoken about this and appreciates everything that the Town and Police Department are doing but is still having the same issues. She said that maybe some no parking signs or something might help. Chief Drye asked some questions about the noise and will alert officers of this through. problem. They will meet to see what can be done. Consent Agenda A. Approval of Minutes: August 20, 2024 B. Adopt Resolution: Constitution Week Motion by Commissioner LeGrand to approve consent agenda as presented. Second by Commissioner Taylor and unanimously approved. Closed Session: NCGS 143-318.110a)5) Motion by Commissioner Lowery to enter into a closed session at 6:17 pm. Second by Commissioner Mangum and unanimously approved. Motion by Commissioner Lowery to end the closed session and reconvene regular session at 6:35 pm. Second by Commissioner Mangum and unanimously approved. 09.17.2024 Wingate Board of Commissioners Regular Meeting 2of3 New Business After returning from the closed session, the Mayor asked for a motion to direct staff to negotiate the purchase of property owned by Wingate University on 740 on Motion by Commissioner Taylor to direct staff to negotiate the purchase of Second by Commissioner LeGrand and unanimously approved. A. Adopt Discharging Fire Arms in Town Limits Ordinance behalf of the Town. the property. B. Schedule Developer Workshop Special Meeting for September 24 at 5:30 Motion by Commissioner LeGrand to adopt the Discharging Fire Arms in Town pm Limits Ordinance. Second by Commissioner Doyle and unanimously approved. Motion by Commissioner Lowery to schedule a special meeting for September 24th at 5:30 pm for a Developer Workshop.
