Project Details The Town is currently in the schematic design phase for an approximately 28,000 square foot Town Hall/Public Safety Building on approximately 1.4 acres ofa larger 20 acre property located between Wall and Cheers Street in Shallotte NC (adjacent to the Town of Shallotte Fire Station located at 125 Wall Street). Attached is a screenshot oft the Town The project is a combination Town Hall Administrative offices, Meeting Chambers and Police Department. The project will be situated between Wall and Cheers Street connected by a "to be named" road connecting the two streets and facing the Riverfront. The design ofthe building is based on a master plan and building options stemming from a Space Needs Assessment done by Creech and Associates ("Architect"). The building will consist of three stories, clad partially in brick, with sloped roofs, and exposed wood supports and features. Project Scope The work will be conducted in two phases to the extent approved by the Town. The initial phase is to provide pre- construction services which would include a construction budget estimate, derived from the conceptual plans and informationi regarding interior space needs, exterior modifications, and a constructability review. The second phase is to provide construction management services for the project throughout the construction phases, including but not limited to: preconstruction services, preparation, and coordination of bid packages with the architect, scheduling, cost control, value engineering, and construction administration. Oualification Package Evaluation Criteria Qualifications Packages will be evaluated on the firms' ability to meet the requirements of this Request for Qualifications (RFQ). Some heavily weighted, specific evaluation criteria, among other factors, will include: The firm's experience in providing similar services for similar projects. The firm's experience with CM@R delivery methods and depth in Preconstruction. Qualifications and abilities of key individuals identified in the Qualifications Package. Ability to meet established schedules. Local presence and experience with Design Team. Qualifications package appearance and presentation. References. Submittal Requirements The Town invites all interested and qualified firms to submit qualification statements for Construction Manager @ Risk services for the Town Hall Project. Submittal Information statement of qualifications: Any firm that would like to be considered for this project must submit the following information as part of their a) A signed cover letter from aj principal in the firm expressing interest in the project and certifying that sufficient resources inj personnel, equipment, and time are available and can be committed to this project. b) A statement of the firm's] philosophy, goals, vision statements and/or guiding principles. c) Examples or statements of previous work completed by the firm and stafft that will bei involved in this that are similar in nature to the scope of work proposed for this project. Selection Committee A Selection Committee made up of Town personnel, along with the consultation of the Town's Architect, will evaluate the information submitted. The selected firm will be expected to make a presentation to the Town Council on a date to be determined with the award of the contract tol be voted upon shortly after. The selected firm will be expected to begin work immediately upon the execution ofa contract. 2. Public Records In general, documents that are submitted as part of the response to this RFQ will become public records, and will be subject to public disclosure. North Carolina General Statutes Section 132-1.2 and 66-152 provide a method for protecting some documents from public disclosure. Ifthe firm follows the procedures prescribed by those statues and designates a document "confidential" or "trade secret", the Town will withhold the document from public disclosure to the extent that it is entitled or required to do sO by applicable law. 3.USDA Requirements "This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("TIJA"), Pub. L. 177-58.
