MINUTES  ECUSTA TRAILADVISORY BOARD 2.0 Thursday, August 22, 2024-3:30 pm City Hall Council Chambers  Members Present: Aaron Baker, Chair, Council Member  Mac Morrow, Vice Chair, Council Member Larry Chapman, Transylvania County Commissioner Rebekah Robinson, Conserving Carolina John Ditillo, Friends of Ecusta Trail Doug Miller, Heart of Brevard  Absent:  Dee Dee Perkins, Tourism Development Authority Sheila Carland, Transylvania Economic Alliance Meredith Carli, At-Large Appointment Madeline Hanley, At-Large Appointment Chris Burns, Henderson County RTAC Maureen Copelof, Mayor, Ex-Officio Wilson Hooper, City Manager Paul Ray, Planning Director Aaron Bland, Assistant Planning Director Stout, Tad Fogel, Jon Rich.  Staff Present:  Guests:  Teresa Buckwalter, Josh Schober, Lonnie Watkins, Mark Tooley, Christine  A. Welcome and Call to Order B. Certification of Quorum C.Approval of Agenda unanimously.  Committee Chair Aaron Baker welcomed everyone and called the meeting to order at 3:30 PM.  Quorum was certified by City Planner Katherine Buzby.  Motion by Mr. Morrow, seconded by Mr. Chapman to approve the agenda. The motion carried  D.Approval of Minutes of May 29, 2024 Meeting meeting as presented. The motion carried unanimously.  Motion by Mr. Chapman, seconded by Mr. Morrow to approve the minutes of the May 29, 2024  1    E.1 Presentation on Ecusta Trail  Mr. Hooper presented. al briefhistory of the trail, including financial review/funding sources, current project schedules, the new board responsibilities, and possible future meeting dates.  (Presentation Attached).  F.P Presentation by Traffic Planning & Design  TPD presented updates as 30% design has been completed. Discussion on Cost Estimate items including widening the railbed, bridges to be replaced/repaired, drainage for stormwater, road crossings, and private property itemsencroachments. Amenities for the trail have been placed into 3 categories. Future decisions will need to be made on mile marker numbers, amenity prisonizations, signage, and crossing Asheville Hwy safely.(Presentation Attached)  G.Action Items  Adjoining property owner list to be sent to City by TPD prior to Public Engagement Event on September 10, 2024. TPD to publish Public Engagement Event information that includes Public Officials Meeting in the morning and a Community Meeting in the afternoon.  H. Ecusta Trail Announcements  A presentation will be made by the Mayor at the Great Trail State Conference about the Ecusta The NC Bike/Walk Alliance requested a presentation on the Ecusta Trail due the grants Henderson County has received and they will be presenting next week in Chapel Hill. Mr. Hooper will be presenting the Ecusta Trail to the NC's Managers at the Tar Heel Bus Tour in  Trail on September 11-13th, 2024 in' Winston-Salem.
