INVOCATION Ms. Bunce pronounced thei invocation. III. PLEDGE OF ALLEGIANCE Ms. Bunce led all present in the Pledge of Allegiance. IV. CHAIRMAN'S REMARKS V.A APPROVAL OF MINUTES Ms. Kepes made a motion to amend the signature line and approve the May 02, 2024, amended minutes. Mr. Sides seconded the motion. ITEMS PETERSON REZONING Applicant: Evan & EveMarie Peterson Property Owner: Evan & EveMarie Peterson Summary of proposal: R-8M tol RA PREZ-2024-00009 Jade Batchelor provided an overview oft the proposal. Ms. Bunce asked ift this parcel is included ini the new Future Land Use Map. Carter Metcalfs stated he would check the designation and would provide a response. Evan Peterson spoke on the proposal, stating he and his wife are seeking the rezoning to provide for the construction of a Accessory Dwelling Unit for their parents, construction of a detached garage, and Mr. Cotton made a motion to recommend approval. Ms. Kepes seçonded the motion. The motion passed Mr. Sides made ai motion to adoptt the Consistency Statement for PREZ-2024-00009. Mr. Howard seconded Ms. Bunce provided the applicant an overview of the application moving to the Board of Commissioners construction of an accessory structure for storage. by a unanimous vote. the motion. The motion passed by a unanimous vote. and a general timeline for the process. EMERALD COAST REZONING Applicant: Tidewater Associates, Inc. Owner: Emerald Coast Inc. Summary of proposa!: RA to R-5 Swansboro Moose Lodge. PREZ-2024-00010 Brandi Ely provided an overview of the proposal and read a submitted letter by Mr. Fraunfelder with the Ms. Kepes asked what the MHS: zoning district on an adjacent property is. Onslow County Planning Board Minutes June 6, 2024 Page 3of5 Ms. Ely answered that it is a zoning district within Swansboro's Zoning Ordinance and the referenced property is within Swansboro'sjuisdiction. Ms. Kepes asked what the zoning district stood for and allowed. Ms. Ely stated she did not know but would find out. Josh Edmonson, 604 Cedar Point, representing the applicant presented on the rational behind the request. Mr. Edmonson explained the property is awkwardly situated, and that with the water and sewer capacity available, al higher density would be better suited. Mr. Edmonson also justified the inconsistency with the Future Land Use Plan as the Future Land Use Map would be amended per CAMA ifapproved. Ms. Bunce commented that there is a turkey shoot close by and requested Mr. Edmonson speak on it. Mr. Edmonson stated he: sees noi issue with the rezoning and the shoot, as therei is already residential homes in the vicinity, and that the applicant will be working to produce multi-family dwelling and are open to Mr. Sides asked to confirm that there was a1 minimum of 5001 feet from the nearest home in order to shoot. working with the adjacent owners on possible needs, such as potential buffering. Ms. Bunce asked what the maximum density for the R-5 district by the Sheriff's department, and therefore is as separate regulatory issue. is. Ms. Ely responded that iti is 20 units per acre. Ms. Bunce stated it could be anywhere between or at that figure. Mr. King stated he had lived at the property for 20 years and that the property has been quiet Ms. Bunce interjected that it was quiet other than the turkey shoot. Mr. King responded that it occurs all year and he nor his dogs mind it. He remains concerned of the proximity oft the development to the School. The Lodge conducts ay yearly turkey shoot with paper birds only, and wants to ensure that it can continue. Ms. Bunce asked ift there was an issue Mr. Nelson knew of. Mr. Nelson responded no. Ms. Kepes made a motion to adopt the Consistency Statement for PRBZ-2024-00010. Mr. Williams Ms. Bunce provided the applicant an overview of the application moving to the Board of Commissioners seconded the motion. REZONING REHEARING TEXT AMENDMENT Applicant: Onslow County Planning and Development Department ZTA-2024-00002 Summary of proposal: A proposed text amendment to the Onslow County Zoning Ordinance to allow for the Board of Commissioners to rehear a substantially different rezoning request within 1 year of adopting an ordinance. Carter Metcalf provided an overview oft the proposal. Mr. Sides asked ifthe application ofai new submission would require a new rezoning district.
