NEWVILLE BOROUGH COUNCIL WORK ESSION/REGULAR MONTHLY MEETING SEPTEMBER 24, 2024 The work session meeting oft the Newville Borough Council was held on' Tuesday, September 24, 2024 at 6:00 PM in the Newville Borough Office Meeting Room, 103 South High Street, Newville PA with the regular monthly meeting at 7:00 PM. The meeting was called to order by Council President Scott Penner. The invocation was given by Pastor. Joseph Kindon followed by the Pledge ofA Allegiance. On roll Call, the following members were present: Mr. Robert Darius, Mr.. Jack Ericksen, Mr. Charles Heberlig, Pastor Joseph Kindon, Mr. Edward Sinkovitz and Mr. Scott Penner. Also present: Borough Solicitor Marcus McKnight, Borough Manager Robert Sabatini, Borough Secretary Jody Hoffman, ChiefofPolice Todd Koser, Mayor Michael Croutch via Zoom, Codes Enforcement/Rental Inspector. JeffLine, Sentinel reporter Maddie Seiler, Sam Stine, Jessica Wittman, Elias Thompson, Hunter Baldwin, Jahiri Livingston, Joe Arnold, Lucy Jansema, Hunter Conroy and Bob Kanc. WORK SESSION: Finance and Manager's Report: Mr. Sabatini would like to add two items to his report that is included in the packet. The first being an email received from the Newville Joint Veterans Council requesting the use of the fountain area for their annual Veteran's Day Ceremonies on November/1,2024. Second, there will be al Fireman's Relief payment from the office ofthe Auditor General to the Borough and then will be transferred tol Friendship Hose Company #1. Administration: Pastor Kindon reported that a check in the amount of $269.50 was received from G.H. Harris collected from delinquent taxes owed to the Borough. It was brought to Pastor Kindon's attention that the conditions of the Trailhead bathrooms have been less than satisfactory, especially on the weekends. He is suggesting that DPW check the restrooms at the end of the day on Fridays and that others be good Samaritans to help keep the bathrooms clean. He also requested signs be placed reminding people to clean up after themselves. Public Safety /Public Works: Mr. Darius was contacted by Rob Mellinger regarding part time employment. He suggested that Rob would be an asset in maintaining the' Trailhead restrooms, leaf pickup and snow removal. Mr. Penner stated that at the. June meeting Mr. Mellinger was Economic Development: Mr. Ericksen advised that there will be a meeting the next day with Commissioner Jean Foschi regarding the use ofbest practices and AAMDA Holdings LLC warehouse project. Many letters have been received by DEP with concerns ofthe effect on the approved as a casual employee. Big Spring water source. Quality ofl Life: Nothing was reported. Page 1of4 Recreation: Mr. Sinkovitz reported that Sandy Brymesser has verbally resigned her position on thel Recreation Commission and also her position as Summer Recreation Coordinator. He expects tor receive a written resignation shortly. Chrisopher Faylor has submitted a letter ofs support for Mayor's Report: Mayor Croutch reported revenues collected from the Cumberland County Clerk of Court of Common Pleas for vehicle, crimes, code and miscellaneous income was $201.29: from the month of August. The Magisterial District 09-3-02 John J. Hanner II was a total of$106.63 for August. Mayor Croutch reported that it has been difficult to contact the representative from Harris regarding the price ofr radios. Another supplier has been contacted but Chief of Police: ChiefKoser reported for the month of August there were a total of 79 calls for service. There were 2 citations issued, no traffic warnings and no parking violations. The total ChiefKoser met with Crime Intervention to move the DVR of the cameras from the old building to the new building. It was easier than originally thought and has already been installed. Mr. Sabatini stated that there willl be additional savings with the termination ofi internet service at ChiefKoser was pleased with the speed timing devices that were loaned by Mechanicsburg Borough. Hei reported that he also had a radar box set up at 124 West Big Spring Avenue and was able to get data from that as well. He was happy to say that only 3% oft the ChiefKoser reported that Officer Keller is recovering well from his recent surgery and WCCOG: Mr. McKnight reported that ai new two-year contract with MDIA was made. He stated that all fees were the same with the exception ofai new category of] permits for smaller items, such as decks, additions, garages and porches which now entail aj permit review fee of Code. Enforcement /I Rental Inspector: Mr. Line reported that he responded to 9 complaints in August and that sO far this month there had been zero complaints. Mr. Line would like to start receiving complaints on a written form. This would then be placed in the property file, providing a point ofreference for the future. Mr. Line made 37 inj person contacts, 41 calls, 15 emails/ texts, 4 door hangers and 51 Notice ofViolations. On the rental side, 5 letters were sent for a total Review of Consent. Agenda: The Consent Agenda was reviewed for approval during the Regular Meeting at 7:00 PM. The Consent Agenda consists of the Minutes of the August 27th Legal Discussion: Mr. McKnight would like each member of Council to submit a victim statement to the District Attorney's office. At 7:06 PM on a motion by Mr. Ericksen, seconded by Mr. Sinkovitz Council returned from Executive Session. Mr. McKnight explained that legal issues were discussed but no action was taken. REGULAR MONTHLY MEETING Citizen Comment: No citizen comments were: made. Consent Agenda: Amotion was made by Mr. Sinkovitz, seconded by Pastor Kindon to accept the Consent Agenda as presented.. All were: in favor. Motion carried unanimously 6-0. Legal Matters: There were: no further legal matters to discuss. Old Business: There was no old business to discuss. New Business: a. Amotion was made by Mr. Ericksen, seconded by Pastor Kindon to accept the resignation of Shelby Yinger from the Newville Economic Development Authority due to a change of employment and moving out oft the area. Also, to advertise the open position.. All were in favor. Motion carried unanimously 6-0. b. Am motion was made by Mr. Ericksen, seconded by Mr. Sinkovitz to approve the altered plans of solar panels on 55 W. Big Spring Avenue which is located in the Historic District. The panels will be placed on the rear roofand garage ofthe property. All were in favor. Motion carried unanimously 6-0. Amotion was made by Mr. Sinkovitz, seconded by Mr. Ericksen to have Parsonage Street closed from Springfield. Avenue to the Fountain; West Street closed from West Main Street to the Fountain: and Big Spring Avenue closed from South High Street to Vine Street for Trick or Treat Night on October 315t. ChiefKoser also recommended East Big Spring Avenue to be closed.. All were ini favor. Motion carried unanimously d. Adiscussion of a dedication and open house for the new building was considered. Mr. Penner stated that he will not bei in attendance for the October 24th meeting. A motion was made by Mr. Sinkovitz, seconded by Pastor Kindon to hold the event on November 12, 20241 from 4:00 PM to 6:00 PM. Heather Shank, Ed Sinkovitz and Scott Penner will coordinate the event.
