Mr. Ripple stated that the audit is free of material misstatements and is found to be a clean audit.  Mr. Ripple and Ms. Sechriest created a PowerPoint presentation to be presented to the Public and Board of Aldermen at the November 06, 2024, Board Meeting. Elizabeth Sechriest will give the PowerPoint presentation and will be available for questions. Fiscal 2022-2023 Audited Financial Statements have been provided for the Board of Aldermen and once approved will be posted under the Finance  section on the City of Randleman's website. Peeler City Clerk, CMC, NCCMC  To: Mayor Betts and Board of Aldermen From: Interim City Manager - Shain Sexton  Date: November 06, 2024  Reference: Agenda Item #6 - Interlocal Agreement with Randolph County Randolph County has received an allocation of funds from the Coronavirus "State Fiscal Recovery Fund" "ARPA - Funds". Randolph County is using a portion of its APRA Funds to construct a sewer Line in the City traveling up I-74 Highway located at the Ross Site. The County will own the Line, but the city will operate and maintain the Line until on or about January 1, 2027. On or after January 1, 2027, full and total responsibly and ownership of the Line will be conveyed to the City of Randleman. Randolph County will compensate the City of Randleman to manage and maintain the Line until the line is conveyed to the City of Randleman. This Line is being constructed with Federal funds, the gross income generated by the Line, including income from any sewer customers utilizing the Line, is The City of Randleman will bill the customers and upon receipt of the gross income generated by the Line, the city will transfer those funds to the county in accordance with the Federal ARPA guidelines. In consideration of the maintenance and responsibility of the Line prior to January 1, 2027, Randolph County will compensate the City of Randleman the total gross income received  "Program Income".  by the county from this project.
