April 11, 2023 Regular Meeting Minutes HAMLET CITY COUNCIL REGULAR MEETING COUNCIL CHAMBERS ROOM 201 MAIN STREET, HAMLET, NC2 28345 TUESDAY, APRIL 11, 2023 6:00 PM MINUTES Governing Body Present: Mayor Mayor Pro Tem Council Member Council Member Staff Present: City Attorney City Manager City Clerk Bill Bayless Jesse McQueen Eddie Martin Abbie Covington TCI Morphis Matthew Christian Gail Strickland Others Present: Betty M. Snow, Chris McDonald, Pastor Dan Blair, Howard Wallace and Gerard Morrison (arrived as meeting was ending.) 1. Call to Order 2. Invocation Mayor Bayless called the meeting to order at 6:00 pm. Pastor Dan Blair of First Methodist and Fellowship Methodist offered the Invocation. 3. Adoption of Agenda Martin. The vote was 3-0. 4. Adoption of Consent Agenda Council Member Covington motioned to adopt the Agenda. The second was offered by Council Member Council Member Covington motioned to adopt the Consent Agenda. Council Member McQueen provided the second. The vote was 3-0. 5. Comments from Attendees No one presented to address Council. New Business 6. Consideration of Resolution 2023-05 Application for Grant Fund - City Lake Trail City Manager Matt Christian explained the Resolution is for the resubmission of a grant submitted last year for City! Lake Trail funding. He advised the grant has been modified to get more points, but the overall: scope has not changed. He added the grant is with the Rural Transformation Grant Program and isv very competitive. Mayor Bayless read the Resolution. Council Member Covington motioned to approve the Resolution. City Manager's Report City Manager Matthew Christian announced upcoming events at the Depot. Food Truck Friday and a Cruise-In on Main Street will be Friday, April 14th, Yoga at the Tracks is scheduledi for April 27th, another Food Truck Friday is planned for April 28th and on April 29th the Walk and' Wag will bei held. The Manager gave a reminder that utility payments can now ber made online. Mayor Bayless thanked Mr. Christian for his work on the water meter issues. The Manager responded he will continue to work on it and provide information to Council. 8. Comments of Council Council Member Martin announced the maintenance at Memorial Park, preparing for the American Legion Baseball Games has started. The opening game will be in May. 9. Mayor's Comments Mayor Bayless commented that the Cityl has al lot of work going on; grant funds are being used for quality-of-life projects. He complimented the City employees for their efforts in maintaining the streets. 10. Motion to go into Closed Session per NC General Statute $143-318-11(a)0 (3)(6) Personnel and Attorney At 6:07 pm, Mayor Bayless asked fora a motion to go into Closed Session and read the Statutes. Council Member Covington made the motion. The second was offered by Council Member Martin. The vote was Client Privilege 3-0. Return to Open Session At6 6:33 pm, Council Member McQueen made the motion to return to Open Session. The second was given by Council Member Covington. The vote was 3-0. 11.
