VillageofCedark Rock Minutes The regular meeting of the Village of Cedar Rock was held at Cedar Rock Country Club at 11:30 a.m. on August 20, 2024. Call to Order: Mayor Bob Floyd called the meeting to order at 11:35 a.m. Pamela Mayberry, Mike Shows. Bill Griffin was unable to attend. Attendance: Present were. Mayor Bob Floyd, Ernie McAteer, Mikel McClinton, Daniel Odom, Adoption of Agenda: Mike Shows made ai motion to adopt the agenda; Mike McClinton Approval LofMinutes: Pam Mayberry made a motion to approve the minutes. Ernie McAteer seconded the motion; agenda adopted. seconded the motion; minutes approved. Committee Reports: Administrative: Pam Mayberry, nothing to report. Finance: Steve Huntley attended the meeting. As of July 31, 2024, the Village's account balance was $597, 389.89. Since July 31st the Village has moved $200,000.00 into a Six (6) month CD and $200,000.00 into a' Twelve (12) month CD. Mr. Huntley stated that the FDIC had extra coverage for Municipalities. Mr. Huntley also stated the Village had collected $68,251.291 in property taxes at the end ofJuly.Stevel Huntley provided WPCOG with the remaining financial information needed. Transportation: Ernie McAteer stated that Mountain Crest is still working on the sinkhole at Steve Grogan's. Mike McClinton stated that they had dug down about six (6) feet and couldn't find the culvert, but they should be able to get the camera in there soon. Ernie McAteer stated that Amara Elwood from Turn Key Audio had come to the Village to check on the line of sight. Mr. Elwood had discussed previously that line of sight would be necessary to get pictures ifthe Village chooses to put speed limit signs in to record license plates. Mr. Elwood informed Mr. McAteer the Village has no line of sight anywhere but at the entrances to the Village. Mr. McAteer stated that ifthe Village is going to do anything about signs, it will need to be discussed further. Mr. McAteer said that recent storms had knocked out the camera system and there had been no recording for 10 days however, thel hard drive was under warranty, andi it has been replaced and installed. Mr. McAteer said that a couple oftrees had come down across from Scott Grogan's house. Tyler Sime came down and moved the trees out of the road and then came back to do the cleanup. Mr. McAteer also said that the Kings Creek Fire Department had cleaned up fallen trees near Randy Dula's property. Tyler Sime is coming back to clean up the debris from the storms. Ernie McAteer had asked Tyler Sime to clean up the debris in the Right of Ways. Mr. McAteer stated that he had talked further about lighting with Tyler Sime for the entrance. Tyler Sime has quoted $10,000.00 toj provide lighting at the entrance as the Council has requested. Mr. Sime said $7,500 would do the majority of the lighting and the additional lights could be added on. Mike McClinton asked about the life expectancy for the lighting. Ernie McAteer said seven (7) years. Mayor Floyd asked Mr. McAteer to request a written quote from Tyler Sime. Ernie McAteer stated the Village needs to order Christmas lights because the old lights are worn out. The cost for new. lights is about $200: for 400: feet. Mr. McAteer said there was nothing further to: report. Mayor Floyd asked Daniel Odom to obtain a quote for portable speed signs and get that in the works. Code Enforcement Report: Mike Shows nothing to report. Planning Board: Daniel Odom stated that the Village had received the check for the permit for the deck addition at 2712 Lakeview. Pam Mayberry stated that shortly after the Pennell's broke ground on their deck addition and after a large rain event they had to stop work on the deck for further review ofa possible retaining wall issue. Staff Report: Daniel Odom suggested adding the revenue item Miscellaneous and Permit Fees." Mike Shows made a motion to approve, Ernie McAteer Seconded. Motion approved. Daniel Odom also suggested a motion for a second budget amendment to transfer $43,765.30 to the new item "SLFRF-Solid Waste Management" from SLFRF-Road Bulding/Maintenance". Mike Shows made ai motion to approve, Ernie McAteer seconded. Motion approved. Daniel Odom reviewed the Administrative Staff Report. Mayor Floyd stated that the Council will review the ordinance regarding profanity and Council will discuss the ordinance at the next meeting. Old Business: Culvert Engineering Study-Volkert Daniel Odom stated that the final contracts have been sent to Volkert and the signed contracts are expected back by August 25th. However, Mr. Odom stated that if Volkert does not sign the contracts for some reason, the Village has other options. Public Comment: George Robinson was in attendance. Chief Burke reviewed thei report for Kings Creek Fire Department. Mayor Floyd welcomed Chris Nida from the North Carolina League ofMunicipalities. Mr. Nida said he has worked on getting the Culvert project going. Mr. Nida stated that the NCLM represents currently 516 municipalities. The NCLM provides technical assistance and assists with government affairs. Mr. Nida also stated that the NCLM operates three insurance pools: property and casualties, workers comp, and health insurance. Mayor Floyd thanked Mr. Nida for his attendance.
