BOROUGH OFST. LAWRENCE MEETING MINUTES Thursday, August 8, 2024 CALL1 TO ORDER: The meeting oft the St. Lawrence Borough Council was called to order at 7:33 PMI by ROLL CALL: Council President Robert May did roll call, the following members were present; Robert. J. May, Council President, David' W. Eggert, Council Vice President, Steve Geibel, Member, Allison Leinbach, Borough Manager Treasurer, Rev. D. Michael Bennethum, Member, Corrie Zana, Borough Mayor, Borough Solicitor, Joan London joined late, Derrek Rhoads, Roadmaster, Amanda Muso, Borough Secretary. Borough Engineer, Pamela Stevens, Member, Warren Lubenow, Gregory Zawilla, Member, and APPROVAL OF THE MINUTES: The minutes from the previous meeting, were presented to Council for review. There was no corrections or questions. MOTION: David Eggert made the motion to approve the minutes as presented; seconded by Rev. Bennethum; all were inf favor so the motion carried. APPROVAL AND PAYMENT OF THE BILLS: All bills requiring payment and ratification up to and including August 6, 2024 were presented to Council prior tot the meeting for review. Bills requiring payment and ratification from the general fund up until August 6, 2024 totaled $219,131.05; sewer fund totaled $11,413.64; liquid fuels fund totaled $3,639.26; fire tax fund totaled $2,750.00; EMS taxi fund totaled MOTION: Dave Eggert made the motion authorizing payment and ratification ofa all bills presented; TREASURER's REPORT: The treasurer's report was presented to Council prior to the meeting for review. MOTION: Dave Eggert made the motion to approve the treasurer's report as presented and filei it for GENERAL: $513,510.49 SEWE:$168,015.49 RESERVES: $95,211.971 LIQUIDI FUELS: $259,521.31 FIRE TAX: $5,048.23 EMS Council President Mr. Robert. J. May, on Thursday, August 8, 2024. Michael Fritz, Member, were: absent for tonight's meeting. $2,000.00. seconded by Rev. Bennethum; all were ini favor and so the motion carried. TAXI FUND: $952.69; TOTALI FUND BALANCE: $1,042,260.18 PUBLIC COMMENT: There was no public comment. REPORT OF THE BOROUGH ENGINEER. - PAMELASTEVENS, SDE Pamela Stevens submitted her report which was added to council's packet for review prior to the meeting. Included in the report was updates on the flood plain ordinance which will continue to move forward. The Ordinance was sent to Leslie at the Municipal League. She stated that there is currently no contract between them and FEMA. As directed, we will wait to see if new contracts are made and if and when that happens, we will send the revised floodplain ordinance toi them for review. The MORE Grant has been filed to help the Borough Hall become more energy efficient. There are three phases of this grant and loan which we will continue to pursue. 1 REPORT OF THE BOROUGH SOLICITOR- - JOAN LONDON, KOZLOFF STOUDT Joan London, Borough Solicitor was given permission by council to file an appeal to the court fori the PUC ratei increase. She will follow up with the appeal and continue any further actions needed against the MOTION: A motion was made to allow the Borough Solicitor to file an appeal regarding the PUC as well as any further action. The motion was made by Dave Eggert; seconded by Rev. Bennethum; all were in PUC. favor so the motion carried. REPORT OF1 THE BOROUGH MAYOR - CORRINE ZANA Corrie Zana, Borough Mayor submitted her report which was added toi the council's packet for review. There were no questions. The commission meeting held August 1, 2024 reported that the use of body cams will be mandatory by 2025. Therei is a new codes enforcement administrator and there is nowan executive assistant position opening. PUBLIC WORKS - DERREK RHOADS Derrek Rhoads submitted his report which was added to council's packet for review prior to the meeting. The USDA along with the borough will be contacting specific home owners toi talk about the Stream Armoring Project that the USDA will be heading. This will help improve water flow andi flooding. Pending review, the 2024 Streets seal Coat Project Bid was awarded to AMS. There were two bids on this MOTION: A motion was made to award AMS1 the project pending legal and engineering reviews; Dave Eggert made the motion; seconded by Rev. Bennethum; all were in favor SO the motion carried. Comcast requested that they get refunded their street restoration fee back. After inspection of the streets that were worked on there were no issues found, a motion was made to refund the restoration MOTION: Refund Comcast motion made by Dave Eggert; seconded by Rev. Bennethum; alli in favor so the project and AMS came in with thel best price. fee. motion carried. PLANNING COMMISSION The Planning Commission did not meet this month. ZONING AND CODE ENFORCEMENT: ALLISON LEINBACH, BOROUGH MANAGER Enforcements have been made and are ongoing with properties in question. UNFINISHED BUSINESS No unfinished business to discuss. 2 NEW BUSINESS The Commonwealth Court ordered the refund oft the 2023 and 2024 paid real estate taxes for the MOTION: A motion for the refund was made by Dave Eggert; seconded by Rev. Bennethum; all were in Antietam Valley Shopping Centeri int the total amount of $832.40. favor and the motion carried. Resolution 898-2024- Multimunicipal Comprehensive Plan Cooperation Agreement Plan with St. Lawrence, Exeter, Amity, Douglass Motion: Made by! Dave Eggert; seconded by Rev. Bennethum; all were in favor and the motion carried. AI Motion for an Executive Session was requested, Motion was made by Dave Eggert; seconded by Rev. Bennethum. Executive session started at 8:04pm and ended at 8:15pm. Dave Eggert made the motion to end the executive session; seconded by Rev. Bennethum; ally were in favor. Municipal Lands: Hunting on borough lands: After much thought and deliberation council has decided to allow archery hunting on borough land. This is to be only for archery hunting during designated archery season. Each hunter MUST fill out a waiver and apply for a permit. All permits willl have a cost of $15.00 per season. Any tree stands and or ground blinds that are left behind two weeks after the season ends will be subject to the loss of their permit as well as a $250.001 fine for the removal. If thet fine is not paid within thet thirty-day time frame the left equipment will then become the property of the borough. All rules and regulations set by the Pennsylvania Game Commission and Borough Ordinance 453-2023 must be followed at all times while hunting.
